RES-11534 GRANT APPLICATION SB-104 REGARDING SUPPORT OF HUB RESOURCE CENTER - MARCH 26, 2024RESOLUTION NO. 11534 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE ACKNOWLEDGING THE RECEIPT OF FUNDS ALLOCATED BY THE STATE OF CALIFORNIA UNDER SENATE BILL 104 TO THE CITY FOR SUPPORT OF THE HUB RESOURCE CENTER WHEREAS,Senate Bill 104("SB 104")amended and added items of appropriation to the California State Legislature's spending plan, as contained in the Budget Act of 2022 and the Budget Act of 2023; and WHEREAS, the City of Orange received two (2) allocations under SB 104, totaling 3,000,000 for support of the "Homeless Resource Center,"to reflect legislative priorities related to housing, based on the City's request for funding for the Hub Resource Center made through Senator Umberg's Office and Assemblyman Avelino Valencia's Office; and WHEREAS, specifically, Section 19.564(a)(32) of the Budget Act of 2023 allocated 1,000,000 to "the City of Orange: Homeless Resource Center" and Section 19.564(a)(66) of the Budget Act of 2023 allocated $2,000,000 to "the City of Orange for support of the Homeless Resource Center"; and WHEREAS,pursuant to Section 19.564 of the Budget Act of 2023,the State of California Department of Housing and Community Development("Department") is authorized to determine the best method of allocating the funds to recipients identified in Section 19.564; and WHEREAS, unless otherwise specified in that Section 19.564, funds allocated under SB 104 pursuant to Section 19.564 shall be available for encumbrance through June 30, 2025, and expenditure until June 30, 2027; and WHEREAS, on or about December 12, 2023, the Department provided the City with the total allocated funding, which is being maintained in a specified account and earmarked for the City's use in supporting the Hub Resource Center. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that: 1. The City acknowledges the total amount of funding allocation from the California State Legislature,through the Department,in the amount of$3,000,000 for the Hub Resource Center. 2. The City shall be subject to the terms and conditions as specified in SB 104, Chapter 189, Section 19.564. 3. The City shall establish the allowable use of funds for the purpose of support to the Hub Resources Center, as required by Section 19.564 of the Budget Act of 2023.
