02-21-2024 Minutes DRCAPPROVED BY THE DESIGN REVIEW COMMITTEE ON FEBRUARY 21, 2024 MINUTES City of Orange Design Review Committee February 21, 2024 The Design Review Committee of the City of Orange, California convened on Wednesday February 21, 2024, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Chair McDermott called the meeting to order at 5:31 p.m. 1.1 PLEDGE OF ALLEGIANCE Chair McDermott led the flag salute. 1.2 ROLL CALL Present: Skorpanich, Fox, Imboden, Farfan, Grosse, Ledesma, and McDermott Absent: None 2. PUBLIC COMMENTS None. 3. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine by the Design Review Committee and will be enacted by one motion. There will be no separate discussion of said items unless members of the Design Review Committee, staff or the public request specific items removed from the Consent Calendar for separate action. 3.1. Approval of minutes of the City of Orange Design Review Committee Regular Meeting held on February 7, 2024. Note: Vice Chair Skorpanich abstained from voting due to her absence at the February 7, 2024, meeting. ACTION: Approved minutes as presented. Approval of the Consent Calendar A motion was made by Committee Member Imboden, seconded by Committee Member Grosse, to approve the Consent Calendar as presented. The motion carried by the following vote: Ayes: Skorpanich, Fox, Imboden, Farfan, Grosse, Ledesma, and McDermott Noes: None Absent: None Page 1 of 3 Design Review Committee Minutes February 21,2024 4. COMMITTEE BUSINESS 4.1. Selection of Design Review Committee Officers A motion was made by Chair McDermott, seconded by Committee Member Fox, to nominate Vice Chair Skorpanich as Chair effective February 22, 2024. The motion carried by the following vote: Ayes: Skorpanich, Fox, Imboden, Farfan, Grosse, Ledesma, and McDermott Noes: None Absent: None A motion was made by Vice Chair Skorpanich, seconded by Chair McDermott, to nominate Committee Member Jerico Farfan as Vice Chair effective February 22, 2024. The motion carried by the following vote: Ayes: Skorpanich, Fox, Imboden, Farfan, Grosse, Ledesma, and McDermott Noes: None Absent: None 5. OLD BUSINESS 5.1. A proposal to construct 49 small lot homes located at 901 E. Katella Avenue Design Review No. 5092-22). Public Speakers: The following spoke on behalf of the project: Emilie Simard, Applicant; Phillip Stevens, Landscape Architect; Michael Stone, Architect; Joy Hendricks, Consultant; Rick Puffer, Developer; Brad Perozzi, Developer. The following spoke in opposition to the project: Steve Fingal, David Nelson, David Stuetzel, Heath Poizer and Stephen Reifenstein. During deliberation, Committee Members expressed concern that the project did not meet all the Small Lot Subdivision Guidelines. Committee Member Grosse indicated additional conditions could be included as a way to recommend approval to the Planning Commission. RECESS: The Design Review Committee recessed at 7:50 p.m. and reconvened at 7:56 p.m. with all Members present. Motion made by Committee Member Fox to recommend denial of Design Review No. 5092-22 to the Planning Commission. Committee Member Imboden seconded the motion and requested to amend the motion to include that the required findings could not be made. Committee Member Fox accepted the amendment. Vice Chair Skorpanich made a substitute motion, seconded by Chair McDermott, to recommend denial of Design Review No. 5092-22 to the Planning Commission as the Committee could not make the required findings that the project meets the requirements of the Orange Municipal Code.
