09-21-2023 Minutes CDBG2 MINUTES City of Orange Community Development Block Grant Program Committee September 21 , 2023 The Community Development Block Grant (CDBG) Program Commitee of the City of Orange, California convened on September 21, 2023, at 6:00 p.m. in a Regular Meeting in the Weimer Room, 300 E. Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Chair Benson called the meeting to order at 6:01 p.m. ,,t.1 ROLL CALL Present: St. Clair, Le, Vaughn, Moeller, and Benson Absent: Mikail. and Muselli PUBLIC COMMENTS None. 3. NEW BUSINESS 3.1. Tenant Based Rental Assistance Program. A motion was made by Committee Member Le, seconded by Committee Member Moeller, to receive and file the presentation. The motion carried by the following vote:Aves: St. Clair, Le, Vaughn, Moeller, and BensonNoes: None Absent: Mikail, and Muselli A motion was made by Vice Chair Le, seconded by Committee Member St. Clair, to recommend a Tenant Based Rental Assistance program that allows CDBG to allocate funds in the form of a security deposit and utilities for families in need to the City Council. The motion carraed by the following vote: Ayes: St. Clair, Le, Vaughn, Moeller, and BensonNoes: None Absent: Mikail, and Muselli Page 1 of 3 Community Oevelopment Block Grant Program Committee Minutes September 2'1, 2023 A motion was made by Vice Chair Le, seconded by Committee Member St. Clair, to recommend a Tenant Based Rental Assistance program with the following Preferences: 1 . Current City of Orange resident with intention to continue to reside in the City of Orange; 2. Families with children; 3. Veterans with honorable discharge; and 4. Elderly as defined by the Social Security Administration for full retiremenl qualilication. Additionally: 1. Security and utility deposits are to be paid to the landlord or property manager directly in the form of a grant to the tenant, with remaining funds at the end of residency are to be returned to the City as Program lncome; 2. Participant referral from a supportive services organization serving residents of the City of Orange is required as part of the qualification criteria for applying for TBRA assistance; The motion carried by the following vote: Aves: St. Clair, Le, Vaughn, Moeller, and BensonNoes: None Absent: Mikail, and Muselli Citizen Participation Plan (CPPI Update A motion was made by Vice Chair Le, seconded by Committee Member St. Clair, to recommend proposed changes of lhe Citizen Participation Plan to the City Council . The motion carried by the following vote: Ayes: St. Clair, Le, Vaughn, Moeller, and BensonNoes: None Absent: Mikail, and Muselli PROGRAM UPDATES Senior Administrative Analyst, Jessica Herrera, gave an update on the following items 1) Automating Application System 2) TBRA Management 3) Housing Management 4) On-Site Monitoring for subrecipients 3.?. 4.
