01-23-24 3rd Amendment Notice CITY OF ORANGE NOTICE OF PUBLIC HEARING SUBSTANTIAL AMENDMENT TO THE 2020-2024 CONSOLIDATED PLAN NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a public hearing, Tuesday, January 23, 2024, at 6:00 p.m., or as soon thereafter as the matter may be heard, in the Council Chamber located at 300 E. Chapman Avenue, Orange, California, to review and approve the Substantial Amendment to the 2020-2024 Consolidated Plan. Each year the US Department of Housing and Urban Development (HUD) provides Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) Program funds to the City of Orange since it has a population of over 50,000 and is considered an entitlement jurisdiction. The funds can be used for housing and community development programs. To receive these funds, the City must complete a Consolidated Plan report every five years called and an annual report called the Annual Action Plan. The purpose of the Consolidated Plan is to identify the City of Orange’s housing and community development needs, priorities, goals, and strategies and to stipulate how funds will be allocated to housing and community development activities over the five-year period of the Consolidated Plan. As required by Title I of the Cranston-Gonzalez National Affordable Housing Act, the City of Orange submitted a Consolidated Plan for 2020-2024 and an Annual Action Plan for the 2023-2024 fiscal year. These Plans outline the activities and expected allocation for the five-year Consolidated Plan and Annual Action Plan period. The city’s Citizen Participation Plan (CPP) which details the citizen involvement in the amendment process and describes how the City complies with federal regulations in providing opportunities for the public to participate in an advisory role in the planning, implementation, and assessment of programs and projects for CDBG funding. The City intends to amend the approved Consolidated Plan consistent with its adopted Citizen Participation Plan (CPP). Specifically, the CPP states when an amendment as follows: 1. A change in goals and policies of the Annual Action Plan or Consolidated Plan; 2. Allocation of CDBG and HOME funds, including program income, to a new activity not previously described in the Annual Action Plan or Consolidated Plan; 3. A substantially change in the purpose, scope, location, or beneficiaries of an existing activity; and/or 4. A reallocation of more than 20 percent of CDBG or HOME entitlement funds for the program year. The determination for the substantial change criteria utilized by the City of Orange in this case, is determined by the following: 1.A change in the goals to add Tenant Based Rental Assistance to the Consolidated Plan 2.Allocation of HOME funds to a new activity for Tenant Based Rental Assistance Additionally, the City Council will consider updates to the Citizen Participation Plan.
