The Community Development Block Grant (CDBG) Program Committee of the City of Orange,
California convened on February 21, 2023, at 6:00 p.m. in a Regular Meeting in the Weimer
Room,-300 E. Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Senior Administrative Analyst, Jessica Herrera, called the meeting to order at 6:01 p.m.

1.2 INTRODUCTIONS
Committee members and staff introduced themselves.
1.3 SELECTION OF CDBG PROGRAM COMMITTEE OFFICERS
A motion was made by Committee Member St. Clair to nominate Committee Member
Benson as the new Chair, seconded by Committee Member Muselli for the 2023-2024
Program year.
Ayes: St. Clair, Muselli, and Benson
Noes: None
Absent: Le
A motion was made by Committee Member St. Clair, and seconded by Committee
Member Muselli, to continue the selection of Vice Chair to the March 16, 2023, CDBG
Meeting.

2. PUBLIC COMMENTS
None
3. ANNUAL ACTION PLAN OVERVIEW
Senior Administrative Analyst, Jessica Herrera, provided a presentation and overview
of the Annual Action Plan.
4. FY 2023-2024 CDBG FUNDING APPLICATION PRESENTATIONS
The following organizations gave presentations regarding their funding usage and

proposal of funds for 2023-2024:
Assistance League (Operation School Bell), represented by Charlotte Vaughn and
Deida Conrad.
City of Orange Community Services (After School Community Program), represented
by Ashley Taylor.
Fair Housing Foundation, represented by Stella Verdeja.
Friendly Center, represented by Arian Ghiacy.
Orange Police Department(Bike Patrol Program), represented by Sgt. David Pasino.
Orange Unified Public Schools Foundation, represented by Kennedy Schaal.
Priority Center, represented by Laura Henkels.
South County Outreach, represented by Nicki Cordero
The following City departments gave presentations regarding their funding usage and
proposal of funds for 2023-2024:
Public Works (Street Rehabilitation and ADA Wheelchair Access Ramps), represented
by Associate Civil Engineer, Martin Varona.
Taft Library and El Modena Library (Branch Library Parking Lot and Pavement
Rehabilitation), represented by Shannon Lane.
Committee Members asked each applicant the following:
Other funding sources available
Other programs in the community
City compliance requirements
5. FY 2023-2024 HOME FUNDING PRESENTATION
Senior Administrative Analyst, Jessica Herrera, gave a presentation regarding the
proposal for HOME funding.
6. PROGRAM UPDATES
Senior Administrative Analyst, Jessica Herrera, spoke about the Homeless Resource
Center and CARES funding. She also discussed the HOME-ARP Allocation Plan.
Ms. Herrera mentioned that the Committee will deliberate the presentations and
funding recommendations at the March 16, 2023 CDBG Meeting. The funding
recommendations will be presented to Council at the May 9, 2023, City Council

7. ADJOURNMENT
There being no further business, the meeting adjourned at 8:24 p.m.
The next Regular CDBG Program Committee meeting will be held on March 16, 2023,
at 6:00 p.m. in the Weimer Room.
