(or as soon thereafter as the matter may be heard) SUBJECT: CONDITIONAL USE PERMIT NO. 3198-22, DESIGN REVIEW NO. 5104-22, AND MINOR SITE PLAN REVIEW NO. 1122-22, ADAPTIVE REUSE OF THE EXISTING HISTORIC KILLEFER SCHOOL AND CONSTRUCTION OF A NEW TWO-STORY LABORATORY BUILDING FOR THE CHAPMAN UNIVERSITY INSTITUTE FOR QUANTUM STUDIES PROPERTY LOCATION: 541 N. LEMON STREET, ORANGE, CA (APN: 039-132-15) REQUEST: A proposal to operate the Chapman University Institute for Quantum Studies (private college) in the Multiple-Family Residential (R-3) zoning district. The project includes rehabilitation and adaptive reuse of the historic Killefer School building to faculty office and laboratory space and construction of a new two-story laboratory building. Other site improvements include new landscaping, ADA path of travel, parking lot reconfiguration, and new trash/utility enclosures. ENVIRONMENTAL INFORMATION: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15303 (Class 3 - New Construction or Conversion of Small Structures) and 15331 (Class 31 - Historical Resource Restoration/Rehabilitation), because the new laboratory building does not exceed 10,000 square feet in floor area and is located in an urbanized area with adequate utility connections, and the adaptive reuse of the historic Killefer School building is consistent with the Secretary of the Interior’s Standards for rehabilitating historic buildings.
