(or as soon thereafter as the matter may be heard) SUBJECT: CONDITIONAL USE PERMIT NO. 3185-22, MINOR SITE PLAN REVIEW NO. 1102-22, ADMINISRATIVE DESIGN REVIEW NO. 0190-22, AND TWO DENSITY BONUS WAIVERS TO DEVELOPMENT STANDARDS FOR A SENIOR CITIZEN HOUSING PROJECT – LA LINDA PLAZA SENIOR APARTMENT COMPLEX PROPERTY 1914, 1926, AND 1940 W. ORANGEWOOD AVENUE LOCATION ORANGE, CA (APN: 386-365-15) REQUEST: A request to convert an existing 2.35-acre office complex site into a 52-unit market- rate senior citizen apartment complex and related site improvements. The project also includes two waivers to allow deviations from minimum unit size and relief from the loading area requirement for a senior citizen housing project under Density Bonus provisions of the Orange Municipal Code and State Law. ENVIRONMENTAL INFORMATION The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15332 (Class 32 – Infill Development Projects) because the project meets the following criteria: a. The project is consistent with the existing General Plan design ations, General Plan policies, and applicable zoning designations and regulations. b. The project is in the City on a site less than five acres and is substantially surrounded by urban uses. c. The project site has no value as habitat for endangered, rare or thr eated species. d. The project has been evaluated for significant effects relating to traffic, noise, air quality, and water quality and no significant effects have been identified. e. The site would be adequately served by all required utilities and public services. Nothing further is warranted or required to comply with CEQA. No public review is required for an exemption.
