A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE GRANTING THE CITY
MANAGER THE AUTHORITY TO MAKE
SPECIFIED CHANGES TO THE 2021-2029
ADOPTED HOUSING ELEMENT
WHEREAS, following a public hearing held on February 14, 2023, the City Council
adopted Resolution No. 11431, which approved General Plan Amendment No. 2022-0001,
adopting and adding the 2021-2029 Housing Element to the City of Orange's General Plan (the
Housing Element"); and
WHEREAS, after being adopted, the Housing Element was submitted to the California
Department of Housing and Community Development("HCD") on February 14, 2023; and
WHEREAS, after reviewing the Housing Element, HCD requested certain changes and
clarifications be made to the Housing Element in order for the City to obtain HCD certification in
accordance with California law, which changes consist of clerical corrections, minor technical
changes and/or supplemental information for the Housing Element.
NOW,THEREFORE,BE IT BE RESOLVED by the City Council of the City of Orange
as follows:
Delegation of Authority. The City Manager is hereby authorized to make clerical
corrections; minor technical changes; other non-substantive edits; and/or append supplemental
information to the Housing Element, in a form approved by the City Attorney, to ensure the
Housing Element receives final certification from the State of California. Unless substantive
changes are required, no additional City Council action is required to ratify such changes.
