A RESOLUTION OF THE CITY COUNCIL OF THE
:CITY OF ORANGE AUTHORIZING THE FIRE
CHIEF OR :DESIGNEE TO SUBMIT A GRANT:

ORANGE TO THE: OFFICE OF HOMELAND
SECURITY FOR THE FISCAL YEAR 2023/2024
ASSISTANCE TO FIREFIGHTERS GRANT-
PROGRAM AND IF AWARDED, AUTHORIZING
THE ACCEPTANCE OF SUCH GRANT:ON BEHALF
OF THE CITY.
WHEREAS, the Office of Domestic Preparedness of the U.S. Department of Homeland
Security (the "Grantor") has heretofore invited public agencies, including the City of Orange, to
submit applications to the Grantor for the Fiscal Year 2023/2024 Assistance to Firefighters Grant
Program (the "Grant"); and
WHEREAS, the City of Orange desires to submit an application to Grantor for said Grant
for Fire Department purposes; and
WHEREAS, the City is familiar with the terms, conditions, and limitations of any such
Grant; and
WHEREAS, the City is willing and able to conform to each of the terms, conditions, and
limitations imposed upon any such Grant to.the City; and
WHEREAS, the City desires to accept any such Grant which may be awarded to the City;
and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange as
follows.
1. The ,Orange Fire Chief or . designee is hereby authorized to submit a Grant
application for and on behalf of the City of Orange, a public entity established under the laws of
the State. of California, and that the Orange City Fire Department, or the Orange Fire Chief, or the
Orange City Manager, or designee is authorized to take any actions necessary to obtain the Grant
funds.
2. The City of Orange or designee is hereby authorized and.directed to submit any.
required documents, funding requests, and reports required to obtain grant funding.
3. The City Council of the City of Orange hereby agrees to, and by this Resolution,,
does accept any such Grant so awarded to the City. of Orange without further action of the City
Council being required.
4. The City of Orange hereby agrees: to comply with each and all of the terms,
conditions, and limitations imposed by the Grantor upon said Grant, and the Orange City Fire
Department, or the Orange Fire Chief, or the Orange City Manager, or respective designee is
hereby authorized and directed to execute any agreements, assurances, or other documents that are:
required or necessary in connection with the acceptance or implementation of the Grant, if the
Grant is awarded to the City.
5. Contingent upon the award of said Grant, the annual budget of the City of Orange
for fiscal year 2023/2024 shall be amended by increasing the appropriations and authorized
expenditures in the appropriate Fire Department program account in such amounts as are equal to
the amount of Grant funds to be received by the City.
6. The City of Orange certifies that the project will comply with any laws and
regulations including, but not limited to, the California Environmental Quality Act (CEQA), legal
requirements for building codes, health and safety codes, the California Labor Code, disabled
access laws, and, that prior to commencement of the project, all applicable permits will have been
obtained.
