NOTICE OF PUBLIC HEARING AND
30-DAY REVIEW PERIOD FOR THE
FISCAL YEAR 2023-24 ANNUAL ACTION PLAN FOR
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
AND HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAMS
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a public hearing,
Tuesday, May 9, 2023, at 6:00 p.m., or as soon thereafter as the matter may be heard, in the Council Chambers
located at 300 E. Chapman Avenue, Orange, California, to review and approve the CDBG and HOME draft
funding recommendations during the preparation of the City’s final One-Year 2023-2024 Annual Action Plan.
The City of Orange receives Community Development Block Grant (CDBG) funds and HOME Investment
Partnerships (HOME) funds annually from the U.S. Department of Housing and Urban Development (HUD).
The City will receive the following amounts for Fiscal Year 2023-24:
1.CDBG - $1,034,444
2.HOME - $432,231
The purpose of the public hearing is to encourage public participation from the community. The Annual Action
Plan is a component of the Five-Year Consolidated Plan (2020-2024) and is required by HUD for the City to
receive federal funds. The Annual Action Plan summarizes housing and community development strategies,
priorities and how the City plans to use CDBG, HOME, and other funds to address the needs of Low and
Moderate Income residents. Projects and programs that are approved by the City Council at the public hearing
will be incorporated into the City’s Fiscal Year 2023-24 Annual Action Plan. This Plan covers the period of July
1, 2023 through June 30, 2024, which represents the fourth year of the City’s approved Five-Year 2020-2024
Consolidated Plan.
The City is proposing to allocate its CDBG funds to carry out a variety of community development activities
during the 2023-24 fiscal year. In addition, the City is proposing to allocate its HOME funds to address
affordable housing needs.
Review Period and Location of Copies of the Draft Fiscal Year 2023-24 Annual Action Plan
A copy of the Draft Fiscal Year 2023-24 Annual Action Plan will be available from March 30, 2023 to May 1,
2023, on the City of Orange’s website at https://www.cityoforange.org/our-city/departments/community-
development/housing or at the following locations for a 30-day public review and comment period:
Community Development Department – 300 East Chapman Avenue, Orange, CA 92866
Main Public Library – 407 East Chapman Avenue, Orange, CA 92866
City Clerk Office – 300 East Chapman Avenue, Orange, CA 92866
