529 S. GRAND STREET DUPLEX
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public
Hearing at a Regular Meeting of the City Council on Tuesday, February 14, 2023, at 6:00 p.m.,
or as soon thereafter as the matter may be heard, at the City Council Chamber, 300 E. Chapman
Avenue, Orange to consider the following request:
SUBJECT:An appeal of Planning Commission decision upholding Design Review Committee
approval of Design Review No. 5077-22: a proposal to construct a new 1,102 square foot duplex
unit with an attached 227 square foot garage at the rear yard of an existing single-family dwelling
on a property zoned Duplex Residential (R-2-6). The property is a contributing resource to the Old
Towne Historic District.

ENVIRONMENTAL INFORMATION:The proposed project is categorically exempt from the
provisions of the California Environmental Quality Act (CEQA) per State CEQA Guideline 15303 (Class 3
– New Construction), because it consists of construction of a new duplex residential unit resulting in a total
number of units below the maximum allowable in the Low Medium Density Residential General Plan land
use designation (6-15 dwelling units per acre) and R-2-6 zoning district, and is in an area where public
facilities and services are available.
