OPENING/CALL TO ORDER Chair Imboden called the meeting to order at 5:32 p.m. 1.1 PLEDGE OF ALLEGIANCE Committee Member Skorpanich led the flag salute. 1.2 ROLL CALL Present: McDermott, Fox, Skorpanich, and Imboden Absent: Farfan 2. PUBLIC COMMENTS Public Speaker: Tim McCormack wished Chair Imboden a happy birthday. 3. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine by the Design Review Committee and will be enacted by one motion. There will be no separate discussion of said items unless members of the Design Review Committee, staff or the public request specific items removed from the Consent Calendar for separate action. 3.1. Approval of meeting minutes of the Design Review Committee of the City of Orange for the November 16, 2022, Regular Meeting. ACTION: Approved minutes as presented. 3.2. Design Review No., 5065-22, Maloney Residence,426 S. Cambridge Street ACTION: Approved. Approval of the Consent Calendar A motion was made by Committee Member Skorpanich, seconded by Vice Chair McDermott, to• approve the Consent Calendar. Design Review No. 5030-21, Street Lights Mixed-Use Apartment Development, 840 The City Drive South The following spoke on behalf of the project: Scott Levy, Applicant; Fazal Khan, Architect; Rob Streza, Landscape Designer. The Committee Members discussed the following: Podium wall interface with sidewalk Height of adjacent building Open space to building Street tree and tree well size Parking deck screening and lighting Height limits F.A.R. calculations Open space courtyard Pool courtyard location Placement and proportion of decorative stone Expansive vertical wall at northern portion of the project and options for articulation A motion was made by Committee Member Fox, seconded by Vice Chair McDermott, to approve Design Review No. 5030-21, Street Lights Mixed-Use Apartment Development, with the following conditions: 1) (to replace Condition #12) The landscape treatment between the proposed site wall that runs parallel to the City Drive shall be broken up into zones, and the zone that runs adjacent to the pool courtyard shall contain minimum 20 feet tall trees arranged in an aesthetically pleasing way per the landscape architect's design. The • proposed landscaping that was presented in the addendum dated December 5, 2022 that contains hedges will remain at the northern and southern ends of the wall; 2) The stone cladding proposed on the building should be limited to the first two stories of the building with the exception to the area adjacent to entrance "T"; 3) Larger tree wells with grates shall be used for the street trees to enhance the pedestrian environment and the tree wells shall be as large as permissible by code clearance requirements; 4) Install screening to ceiling mounted lights in parking structure and add a lip 'to the façade edge of approximately 1 foot; ' 5) Tall palm trees shall be planted against the tall blank wall ' on northeast tower element of the project adjacent to the proposed murals; . 6) Any existing trees that are damaged 'in construction shall be replaced with similar stature trees.
