RES-11430 TEMPORARY CLOSURE OF SECTIONS OF PUBLIC STREETS FOR APPROVED SPECIAL EVENTSRESOLUTION NO. 11430
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING THE TEMPORARY
CLOSURE OF SECTIONS OF PUBLIC STREETS FOR
APPROVED SPECIAL EVENTS
WHEREAS, Vehicle Code Section 21101(e) authorizes cities to close portions of streets
for celebrations and local special events when, in the opinion of the City Council, the closure is
necessary for the safety and protection of persons who are to use that portion of the street during
the temporary closure; and
WHEREAS,the City's Community Services Department,Orange Chamber of Commerce,
Orange International Street Fair, Inc., and Rotary Club of Orange Plaza have requested temporary
street closures to accommodate several special events in the streets.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Orange as
follows:
ORANGE PLAZA CAR SHOW—ROTARY CLUB OF ORANGE PLAZA:
Section I:
That Chapman Avenue be closed from Grand Street to Lemon Street and that Glassell
Street be closed from Maple Avenue to Almond Avenue from 4:00 A.M. to 6:00 P.M. on Sunday,
April 16, 2023.
Section II:
That before said closure shall occur, Rotary Club of Orange Plaza shall comply with all
terms and conditions contained in the preapproved Agreement
Section III:
That Rotary Club of Orange Plaza shall notify area residents and businesses of the event
and temporary street closure in accordance with the conditions contained in the preapproved
Agreement.
MAY PARADE—ORANGE CHAMBER OF COMMERCE:
Section I:
That Chapman Avenue be closed from Cambridge Street to Cypress Street; that Pine,
Harwood, and Shaffer Streets be closed from Maple Avenue to Almond Avenue; that Cleveland
Street be closed from Maple Avenue to Chapman Avenue; that Center Street be closed from
Chapman Avenue to Almond Avenue; that Grand Street be closed from Maple Avenue to
Chapman Avenue; that Orange Street be closed from Maple Avenue to Almond Avenue; that
Glassell Street be closed from Maple Avenue to Washington Avenue; that Olive Street be closed
from Maple Avenue to Almond Avenue; that Lemon Street be closed from Maple Avenue to
Almond Avenue; and that Cypress Street be closed from Maple Avenue to Almond Avenue from
5:00 A.M. to approximately 1:00 P.M. on Saturday, May 6, 2023.
Section II:
That before said closure shall occur Orange Chamber of Commerce shall comply with all
terms and conditions contained in the preapproved Agreement.
Section III:
That Orange Chamber of Commerce shall notify area residents and businesses of the event
and temporary street closure in accordance with the conditions contained in the preapproved
Agreement.
3RD OF JULY CELEBRATION—CITY OF ORANGE COMMUNITY SERVICES:
Section I:
That North Prospect Street be closed from Walnut Avenue to Spring Street with local
access to Cambridge Creek residents; that Walnut Avenue be closed from North Prospect Street
to Grijalva Park with limited access; that Spring Street be closed from Prospect Street to
McPherson Road; and that North McPherson Road be closed from Grijalva Park to East Pearl
Avenue from 9:00 A.M. to 11:00 P.M. on Monday, July 3, 2023.
Section II:
That before said closure shall occur,the Community Services Department, with assistance
from Orange Police and Public Works Departments, shall provide all signing, barricades, and
traffic control necessary for the closure acceptable to the City.
Section III:
That before said closure shall occur,the Community Services Department shall notify area
businesses,residents,and HOAs of the event,temporary street closure,and secondary access point
in accordance with the Police Department's directions.
ORANGE INTERNATIONAL STREET FAIR, INC.:
Section I:
That Chapman Avenue be closed from Grand Street to Lemon Street and that Glassell
Street be closed from Maple Avenue to Almond Avenue from 3:00 A.M. on Thursday,August 31,
2023,through 6:00 A.M. on Monday, September 4, 2023.

Section II:
That before said closure shall occur, Orange International Street Fair, Inc. shall comply
with all terms and conditions contained in the preapproved Agreement.
Section III:
That Orange International Street Fair, Inc. shall notify area residents and businesses of the
event and temporary street closure in accordance with the conditions contained in the preapproved
Agreement.
TREATS IN THE STREETS AUTUMN FESTIVAL—CITY OF ORANGE COMMUNITY
SERVICES:
Section I:
That the southeast quadrant of the Plaza be closed from 5:00 A.M. to 11:30 P.M. on
Thursday, October 26, 2023.
Section II:
That Chapman Avenue be closed from Grand Street to Lemon Street, and that Glassell
Street be closed from Maple Avenue to Almond Avenue from 1:00 P.M. to 11:30 P.M. on
Thursday, October 26, 2023.
Section III:
That before said closure shall occur,the Community Services Department,with assistance
from Orange Police and Public Works Departments, shall provide all signing, barricades, and
traffic control necessary for the closure acceptable to the City.
Section IV:
That the Community Services Department shall notify area residents, businesses, and
OCTA of the event and temporary street closure and parking removal in accordance with the Police
Department's directions.
VETERANS TRIBUTE—CITY OF ORANGE COMMUNITY SERVICES:
Section I:
That Atchison Street be closed from Maple Avenue to Chapman Avenue from 10:00 A.M.
to 5:00 P.M. on Saturday,November 11, 2023.

That before said closure shall occur,the Community Services Department,with assistance
from Orange Police and Public Works Departments,shall provide all signing,barricades and traffic
control necessary for the closure acceptable to the City.
Section III:
That the Community Services Department shall notify Streamliner Lounge and OCTA of
the event and temporary street closure and parking removal in accordance with the Police
Department's directions.
TREE LIGHTING CEREMONY & CANDLELIGHT PROCESSION — CITY OF
ORANGE COMMUNITY SERVICES:
Section I:
That the northeast quadrant of the Plaza be closed from 3:00 A.M. Sunday, December 3,
2023, until 10:00 A.M. on Monday, December 4, 2023.
Section II:
That Chapman Avenue be closed from Grant Street to Lemon Street and that Glassell Street
be closed from Maple Avenue to Almond Avenue from 3:00 A.M. to 11:30 P.M., Sunday,
December 3, 2023.
Section III:
That before said closure shall occur, the Community Services Department with assistance
from Orange Police and Public Works Departments shall provide all signing,barricades,and traffic
control necessary for the closure acceptable to the City.
Section IV:
That the Community Services Department shall notify area residents, businesses, and
OCTA of the event and temporary street closure and parking removal in accordance with the Police
Department's direction.
