12-07-2022 SLR ORANGE DEVELOPMENTCITY OF ORANGE LEGAL NOTICE OF DESIGN REVIEW COMMITTEE MEETING AND NOTICE OF INTENT TO ADOPT MITIGATED NEGATIVE DECLARATION NO. 1875-21 TO:All Interested Parties SUBJECT:Conditional Use Permit No. 3138-21, Major Site Plan Review No. 1040-21, Design Review No. 5030-21, Administrative Adjustment No. 0051-21, and Mitigated Negative Declaration No. 1875-21 – Street Lights Mixed-Use Apartment Development SCHEDULED PUBLIC MEETING/HEARING DATE/TIME/LOCATION: The City of Orange Design Review Committee will consider the project at its regularly scheduled meeting on December 7, 2022 at 5:30 p.m.(or as soon thereafter as the matter may be heard). The meeting will take place in the City Council Chamber, located at 300 E. Chapman Avenue, Orange. Members of the public can also access meetings on Spectrum Cable Channel 3 and AT&T U-verse Channel 99 and streamed live and on- demand on the City’s website. A Planning Commission public hearing for the project will be scheduled and noticed at a later date. PROJECT LOCATION:840 The City Drive South (APN Nos: 231-261-13, 16, and 17) PROJECT DESCRIPTION: A proposal to demolish an existing 12,923 square foot multi-tenant retail building to construct a new 6-story, 225-unit vertical mixed-use apartment development with 9,000 square feet of ground floor retail/restaurant area, three-level subterranean parking beneath the footprint of the building, residential amenities, landscaping, and related site improvements. The project also includes the construction of a new two-story open parking structure for use by the adjacent office complex to replace surface parking displaced by the project. PROJECT APPLICANT:SLR Orange Development LLC, Scott Levy LEAD AGENCY:City of Orange, 300 East Chapman Avenue, Orange, CA 92866 ENVIRONMENTAL INFORMATION: Mitigated Negative Declaration No. 1875-21 was prepared to evaluate the potential environmental impacts of the proposed project in accordance with the provisions of the California Environmental Quality Act. The City invites you to comment on the Mitigated Negative Declaration. The public review period begins on November 23, 2022 and ends on December 14, 2022. Written comments must be received in the office of the City of Orange Planning Division at 300 East Chapman Avenue, Orange, CA 92866, or via email at mschwartz@cityoforange.org, by 5:30 P.M. on December 14, 2022.
