Kolbow Admin Reports Plan/Environ Administrative Services Director 1. SUBJECT Finance Department: General Revenue and Utility Billing Divisions Reorganization. 2. SUMMARY With the upcoming retirement of the General Revenue Finance Supervisor, staff has evaluated the structure of the General Revenue and Utility Billing divisions. In order to increase efficiencies and support succession-planning efforts, staff is recommending that one manager oversee both divisions, with supervisors overseeing specific areas within each division. 3. FISCAL IMPACT Based on the proposed salary ranges of the newly created positions and the replacement of the current General Revenue Finance Supervisor position with a Senior Finance Clerk position, the proposal has no fiscal impact. 5. DISCUSSION and BACKGROUND Current Structure of the General Revenue and Utility Billing Divisions The Finance Supervisor overseeing the General Revenue Division of the Finance Department is retiring effective December 4, 2018. General Revenue includes business license processing and transient occupancy tax collection. The Finance Supervisor oversees a total of six employees, which consist of a Lead Business License Inspector,three Senior Finance Clerks, and two Finance Clerks. The Lead Business License Inspector oversees enforcement and collections with the two Finance Clerks and one of the Senior Finance Clerks. The other two Senior Finance Clerks process new license and renewals. A second Finance Supervisor oversees the Utility Billing Division,who supervises a Lead Finance Clerk, three Senior Finance Clerks, and two Finance Clerks. The Lead Finance Clerk delegates to, and oversees the work of, the various staff in the division, but has no direct reports. Of the three Senior Finance Clerk, one is a 25-hour part-time benefitted employee who performs the Accounts Receivable function. ITEM 2 11/13/2018 Proposed Structure of the General Revenue and Utilitv Billin Divisions Since 2016, there have been ebbs and flows as to sufficient staffing levels in both the General Revenue and Utility Billing divisions for various reasons, including vacancies due to transfers and various employee leaves of absence. As such, a structure with one leader instead of two would allow better sharing of resources between the two divisions and enhance opportunities for cross training. Additionally, creating more leadership positions will provide for added opportunities for existing staff to obtain supervisory experience, which will better support succession-planning efforts. The combined divisions would be under the leadership of a new classification titled Finance Manager, which would be a replacement of the Finance Supervisor position over Utility Billing. A new classification of Finance Coordinator would replace the current Lead Finance Clerk in Utility Billing and the Lead Business License Inspector will provide additional leadership within each division. Additionally,a Lead Finance Clerk in General Revenue,by way of reclassifying an existing Senior Finance Clerk in General Revenue,would provide additional leadership and oversight of the work of two Senior Finance Clerks handling new licenses and renewals, but without supervisory responsibilities. With the net loss of a finance staff inember due to retirement, the divisions require an additional staff inember to ensure service levels are maintained. Therefore, staff is proposing to unfreeze a Senior Finance Clerk position in Utility Billing. In order to implement the proposed changes, the classifications of Finance Coordinator and Finance Manager need to be added to the City's classification structure and salary schedule. It is recommended that the Finance Coordinator classification be placed in the Orange Management Association, and the Finance Manager be placed in the Top Management "B" group, as outlined in the Recommended Actions. The annual cost of salaries and benefits for the affected positions are as follows: Current cost of positions proposed to be changed: $547,200 Cost of proposed positions: $546,900 The cost of the upgraded positions is funded through the replacement of the Finance Supervisor position in General Revenue with the Senior Finance Clerk in Utility Billing. The recommendation does not change the number of full-time equivalent positions within the Finance Department. 8.
