PUBLIC HEARING
LOCATION: City Council Chamber, 300 E. Chapman Avenue, Orange.
Members of the public can access meetings on Spectrum Cable Channel

City’s website.
All interested persons may submit comments and may be heard on any
relevant matter relating to the proposed actions by mail, email, voicemail
or in-person, as set forth in the November 7, 2022, Planning Commission

SUBJECT: CONDITIONAL USE PERMIT NO. 3188-22 – ZINC CAFÉ
PROPERTY 195 S. GLASSELL STREET, ORANGE, CA
LOCATION: APN: 390-381-11
REQUEST: A request for a State of California Department of Alcoholic Beverage
Control (ABC) Type 47 License (On Sale General – Eating Place) for a
3,045 square foot building. Additionally, there is an existing 605 square
foot outdoor patio area and a proposed 695 square foot removeable
outdoor dining area along the south side of the building.
ENVIRONMENTAL
INFORMATION: The proposed project is categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) per State CEQA Guidelines
15301 (Class 1 – Existing Facilities) because the project consists of
licensing of alcohol service for a restaurant in an existing commercial
building, consistent with the property’s zoning and General Plan
designation. There is no public environmental review required.
