FINAL City of Orange Design Review Committee May 04,2022 The Design Review Committee of the City of Orange, California convened on May 4,2022, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California. 1, OPENING/CALL TO ORDER Chair lmboden called the meeting to order at 5:31 p.m. 1,'I PLEDGE OF ALLEGIANCE Committee Member Fox led the flag salute. 1.2 ROLL CALL Present: McDermott, Fox, Skorpanich, Fafian, and lmboden Absent: None 2, PUBLIC COMMENTS None. 3. CONSENT CALENDAR 3.1. All matters listed under the Consent Calendar are considered to be routine by the Design Review Committee and will be enacted by one motion. There will be no separate discussion of said items unless members of the Design Review Committee, staff or the public request specific items removed from the Consent Calendar for separate action. Approval of meeting minutes of the Design Review Committee of the City of Orange for the April 20, 2022 Regular Meeting. Committee Member Fox abstained due to her absence from the April 20, 2022 meeting. NEW AGENDA ITEMS Design Review No. 5064-22, Silva Residence Addition, 805 S. Oakwood Street. Chair lmboden recused himself from this item due to a potential conflict of interest with employment, and left the dais at 5:34 p.m. Vice Chair McDermott conducted the meeting for discussion of ltem 5.1. The following spoke on behalf of the project:. Susan Secoy, project architect The Committee discussed the project,. Roof plane. Distinction in line of demarcation. Offset of side yard wall. Rear yard setback. Salvage of historic materials. Glazing. Rear yard siding including: A motion was made by Committee Member Fox, seconded by Committee Member Farfan, to approve Design Review No. 5064-22, Silva Residence Addition, based on the Findings and Conditions in the staff report with an additional Condition as follows: '1. The applicant shall retain the existing exterior siding on the rear of the home at the master bedroom to remain visible through the window. Front yard fence A motion was made by Chair lmboden, seconded by Committee Member Fox, to approve Design Review No. 5052-21, Breckenridge Residence Addition, based on the Findings and Conditions in the staff report with additional Conditions as follows: 1. Condition No. 3 shall be stricken. 2. Revise Condition No.4 to read "At the time of Building plan check, the applicant shall provide complete details and product specifications for new windows and door openings to match the existing non-historic ones on the residence, and product details for new wood doors for review by Planning staff. The new windows shall match the non-historic windows". 3. At the non-historic part of the home, the purlins shall be differentiated from the historic ones by a vertical dimension of six inches and a horizontal dimension of four inches. 4. The window trim heads shall be vertical and not have a canted profile as shown on the plans. 5. The glazing pattern of the new windows shall be 2 over 2 with a horizontal muntin. 6. The roof over the laundry room shall be modified to begin at the wall between bathroom number two and laundry. The eave shall be raised in order to provide clearance for the rear door if necessary 7. Any flatwork shall follow the top cast City standard for Old Towne. 8. Window "E" may be approved with vertical mullions between sashes. 9.
