(or as soon thereafter as the matter may be heard) SUBJECT: CONDITIONAL USE PERMIT NO. 3153-21, DESIGN REVIEW NO. 3056- 22, AND MINOR SITE PLAN REVIEW NO. 1071-21, NOHL PLAZA DRIVE-THROUGH PROPERTY 1606 E. LINCOLN AVENUE, LOCATION: ORANGE, CA REQUEST: A request to remodel an existing 1,748 square foot tenant space and modify existing site paving to accommodate a new drive-through restaurant within an existing commercial center. ENVIRONMENTAL INFORMATION: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15303 (Class 3 - New Construction or Conversion of Small Structures) because the project involves minor site modifications for a proposed restaurant on a site zoned for such use, not involving the significant use of hazardous substances, where all necessary public services are available and where the area is not environmentally sensitive.
