RES-11393 TEMPORARY SIX-MONTH GAS TAX SUSPENSION REQUESTRESOLUTION NO. 11393 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE REQUESTING THAT THE GOVERNOR AUTHORIZE A TEMPORARY, SIX-MONTH SUSPENSION OF THE STATE GAS TAX WHEREAS, the American Automobile Association (AAA) calculates that the current average cost of regular gasoline in Orange County is $5.76 per gallon with .51 cents of this being contributed to the state gas tax; and WHEREAS, the average cost of regular gasoline at this time one year ago was $3.95 per gallon; and WHEREAS, the highest ever recorded average cost of regular gasoline in the State of California was reached on March 29th, 2022, at$6.03 per gallon; and WHEREAS,AAA calculates the current national average cost of regular gasoline at$4.07 per gallon;therefore, Orange County residents are paying approximately$1.70 per gallon over the national average gas price which is causing a serious negative financial impact on families in the City of Orange; and WHEREAS, the Orange County Board of Supervisors unanimously voted on March 22, 2022, to write a letter to California Governor Gavin Newsom, and copy the Orange County legislative delegation, asking for a six-month suspension of the gas tax and for the State to back fill that with the State's budget surplus; and WHEREAS, the Governor of California is positioned to provide an opportunity for temporary relief at the gas pump using the estimated $45.5 billion budget surplus, as highlighted in the March 28,2022,letter sent by Orange County Board of Supervisors Chairman Doug Chaffee memorializing the Board's unanimous vote requesting a temporary, six-month, suspension of the state gas tax; and WHEREAS, City of Orange residents and workers who commute to and from Orange have expressed their struggles in finding ways to cover these unprecedented rising fuel costs; and WHEREAS, along with the rising cost of gasoline, the unprecedented rise in inflation is negatively impacting the people of our City and in a region with a Census average vehicle commute time of approximately one-half hour, gas tax relief would help ensure money remains available to families to cover basic necessities such as food, housing and health care. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that: 1.The City of Orange is aligned with the Orange County Board of Supervisors in requesting a temporary, six-month suspension of the state gas tax; and 2.A signed copy of this Resolution shall be sent to Governor Newsom and the Orange County legislative delegation.
