03-09-2022 - Minutes TC APPROVED BY CITY TRAFFIC COMMISSION MAY 11, 2022 MINUTES - FINAL City of Orange City Traffic Commission March 09, 2022 The Traffic Commission of the City of Orange, California convened on March 09, 2022, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California. 1. OPENINGICALL TO ORDER Chair Beil called the meeting to order at 5:33 p.m. 1.1 PLEDGE OF ALLEGIANCE Commissioner Vaughan led the flag salute. 1.2 ROLL CALL Commissioner Ricci arrived at 6:03 p.m. � Present: Feliz, Vauqhan, Dick, Ricci, and Beil Absent: None 2. PUBLIC COMMENT None. 3. CONSENT CALENDAR Item 3.1 was pulled from the Consent Calendar for clarification by Assistant City Attorney Nathalie Adourian 3.1. Proposed modifications to the City Traffic Commission Schedule ACTION: A motion was made by Vice Chair Feliz, seconded by Commissioner Vaughan to concur with the proposed bi-monthly CTC meeting schedule presented herein; and authorize staff to present to the City Council for approval. The motion carried by the following vote: Aves: Feliz, Vaughan, Dick, and Beil Noes: None Absent: Ricci 3.2. Approval of ineeting minutes of the Traffic Commission of the City of Orange for the February 09,2022 Regular Meeting. ACTION: A motion was made by Commissioner Vaughan, seconded by Vice Chair Feliz to approve the February 09, 2022 minutes as presented. Prohibition of overnight parking on portions of Sycamore Avenue adjacent to EI Camino Park and Shaffer Street approaching Hart Park. Chair Beil opened the public comments: The following people spoke generally in favor of the item with conditions: Richard Hubbard Tim Groom The following people spoke generally in concern of the item: Bob Birschbach Jason Johnson William Castle A motion was made by Vice Chair Feliz, seconded by Commissioner Vaughan to: 1. Approve the installation of "NO PARKING 11:OOPM to 6:00 AM" signs for the following areas: a) The north side of Sycamore Avenue from Main Street to the westerly park boundary; b) The south side of Sycamore Avenue from Main Street to Elm Street; c) The east side of Shaffer Street from the Hart Park entrance to a point 60 feet to the north; and d) The west side of Shaffer St. from the driveway at 365 E. River Ave.(National Guard Armory)to the Hart Park entrance. 2. Authorize staff to expand the overnight parking restriction to include additional portions of Sycamore Avenue, Shaffer Street, and/or Elm Street, if necessary, based on future stakeholder input. The motion carried by the following vote: Aves: Feliz, Vauqhan, Dick, Ricci, and Beil Noes: None Absent: None 5. ADMINISTRATIVE REPORTS None. 6.
