04-06-2022 DRC Minutes r APPROVED BY THE DESIGN REVIEW COMMITTEE ON APRIL 20, 2022 MINUTES -FINAL City of Orange Design Review Committee April 06, 2022 The Design Review Committee of the City of Orange, California convened on April 6, 2022, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Chair Imboden called the meeting to order at 5:31 p.m. 1.1 PLEDGE OF ALLEGIANCE - Vice Chair McDermott led the flag salute. 1.2 ROLL CALL Present: McDermott, Fox, Skorpanich, FarFan, and Imboden Absent: None 2. PUBLIC COMMENTS None. 3. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine by the Design Review Committee and will be enacted by one motion. There will be no separate discussion of said items unless members of the Design Review Committee, staff or the public request specific items removed from the Consent Calendar for � separate action. Item 3.2 was removed from the Consent Calendar for separate consideration by Chair Imboden. 3.1. Approval of rneeting minutes of the Design Review Committee of the City of Orange for the March 16, 2022 Regular Meeting. ACTION: A motion was made by Committee Member Fox, seconded by Committee Member Skorpanich, to approve the March 16, 2022 minutes as presented by staff. The motion carried by the following vote: Ayes: McDermott, Fox, Skorpanich, FarFan, and Imboden Noes: None Absent: None Page 1 of 4 Design Review Committee Minutes-Final April 6,2022 3.2. Design Review No.5047-21 and Minor Site Plan Review No. 1055-21, Grace Church of Orange Sports Building, 2201 E. Fairhaven Avenue A proposal to construct an enclosed, pre-manufactured steel multi-purpose sports building to include basketball and volleyball courts, restrooms, storage rooms, and minor landscape improvements on an existing church property. The following spoke on behalf of the project: • Bryan Bush, church representative • Ken Agharokh, project applicant The Committee discussed the project, including: • Aesthetic compatibility of the proposed structure with the existing campus • Roof pitch and gables • Face of the HVAC chase • Number and stature of proposed trees • HVAC units and ducting • Glazing • Color palette • Light fixtures on the north side • Stairway and railing colors • Potential change in building use ACTION: A motion was made by Committee Member Fox, seconded by Committee Member McDermott, to approve Design Review No. 5047-21 and Minor Site Plan Review No_ 1055-21, Grace Church of Orange Sports Building, based on the Findings and Conditions in the staff report with additional Conditions as follows: 1. The paint color shall be revised so that the body of the structure matches the beige color on the body of the existing buildings on campus. 2. The roof shall match the red tile color of the existing structures. 3. The stairs and railing shall match the color of the body of the structure. 4. The light fixtures shall be revised so that there are no high light fixtures on the north elevation; the only fixtures on the north elevation shall be above each egress door. 5. The remaining high light fixtures (two on west, two on east, three on south) shall be lowered to a height just above the roll-up door height. 6. The lumen levels for all light fixtures shall be lowered due to lower height of fixtures. 7. The temperature for all exterior LED lights shall be no more than 3000 Kelvin. 8. Ligustrorn shall be used as the shrub adjacent to the foundation of the structure in addition to or instead of the Rhaphiolepis. 9. The Arbutus Marina (Strawberry) tree on the east fa�ade shall be replaced with Aleppo Pine and the remaining trees shall be Afghan Pines. 10. One Afghan Pine tree shall be added to the north fa�ade of the structure, preferably between the two pathways, and add one additional tree on the west side of the structure. 11. The plans shall be corrected to align with the condition limiting construction hours to 7:00 a.m. to 8:00 p.m. Monday through Saturday with no construction activity permitted on Sundays and federal holidays. 12. Sheet L-2 shall be corrected to show four A/C units on the west side of the structure Page 2 of 4 Design Review Committee Minutes-Final April 6,2022 and the landscaping shall be revised to reflect the fourth A/C unit. 13. The eave on the west fa�ade shall extend a minimum of 12 inches past the outside face of the duct chases. Bryan Bush of the applicant team requested an amendment to the Conditions. There was further discussion by the Committee. Committee Member Fox accepted the amendment to the motion. ACTION: A motion made was made by Committee Member Fox, seconded by Committee Member McDermott, to approve Design Review No. 5047-21 and Minor Site Plan Review No. 1055-21, Grace Church of Orange Sports Building, based on the Findings and Conditions in the staff report with additional Conditions as follows: 1.
