Design Review Committee
January 05, 2022
The Design Review Committee of the City of Orange, California convened on January 5, 2022
at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Vice Chair Imboden called the meeting to order at 5:32 p.m.
1.1 PLEDGE OF ALLEGIANCE
Committee Member Skorpanich led the flag salute.
1.2 ROLL CALL
Present: Imboden, McDermott, and Skorpanich
Absent: Fox, and FarFan
2. PUBLIC COMMENTS
None.
3. NEW AGENDA ITEMS
3.1. Administrative Design Review No. 0185-21, Contreras Residence, 812 N. Fern
Street
A proposal to construct a 377 square foot second-story addition to an existing
single-family residence. The project has been referred to the Design Review
Committee by the Community Development Director for final determination
pursuant to Orange Municipal Code (OMC) Section 17.10.070.E.4.
The following spoke in favor of the project:
• Carla Contreras, project applicant
• Teri Rodriguez, neighbor of applicant
• Dorothy Bernard, neighbor of applicant
• Gregory Jordan, Orange resident
The Committee discussed the following:
• Neighborhood properties with similar designs
• Decorative shutters
• Setback and massing of the addition
• Consideration of alternative designs

• Siding on the addition
• Internally consistent design
• Front facing gable roof increases massing
• Adherence to the Infill Residential Design Guidelines
• The applicant's options for denial, continuance, or appeal
Mary Binning, Senior Assistant City Attorney, explained the applicanYs options in detail.
A motion was made by Vice Chair Imboden, seconded by Committee Member
McDermott to deny Administrative Design Review No. 0185-21, Contreras Residence,
on the basis that the proposed bulk and mass of the design, as well as its location at
the front of the home, is inconsistent with the recommendations of the Infill Residential
Design Guidelines and as such, the Committee is unable to make the required
Findings.
The motion carried by the following vote:
Ayes: Imboden, and McDermott
Noes: Skorpanich
Absent: Fox, and Farfan
4. ADJOURNMENT
There being no further business, the meeting adjourned at 6:37 p.m.
The next Regular Design Review Committee meeting is scheduled for Wednesday,
January 19, 2022 at 5:30 p.m. in the Council Chamber.
