10-14-2021 - Minutes TC MINUTES - FINAL City of Orange City Traffic Commission October 14, 2021 The Traffic Commission of the City of Orange, California convened on October 14, 2021, at 5:30 p.m. in a Special Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Chair Beil called the meeting to order at 5:30 p.m. 1.1 PLEDGE OF ALLEGIANCE � Vice Chair Feliz led the flag salute. 1.2 ROLL CALL Present: Beil, Dick, Feliz, Vauqhan, and Ricci Absent: None 2. PUBLIC COMMENT None. 3. CONSENT CALENDAR 3.1. Approval of ineeting minutes of the Traffic Commission of the City of Orange for the August 11, 2021, Regular Meeting. ACTION: A motion was by Vice Chair Feliz, seconded by Commissioner Vaughan, to approve the Consent Calendar as presented. The motion carried by the following vote: Aves: Beil, Dick, Feliz, Vauqhan, and Ricci Noes: None Absent: None 4. CONSIDERATION ITEMS 4.1. A request to paint both sides of Crest de Ville red except of three parking spaces and post the three spaces on Crest de Ville for"NO PARKING 6:00 P.M. to 6:00 A.M. A motion was made by Chairperson Beil, seconded by Vice Chair Feliz, to: 1. Deny the installation of red curb 2. Approve the implementation of "NO PARKING 6:00 P.M. to 6:00 A.M". When the park has been constructed and opened to the public Crest de Ville will be posted "NO PARKING 11:00 P.M. to 6:00 A.M." or whatever time Community Services determines will coincide with park hours. Request for"No Overnight Parking" on Batavia Street between Angus Avenue and Nicholas Avenue. Chair Beil opened the public comments: The following people spoke generally in favor of the item: • Richard Kartozian • Ken Hultgren A motion was made by Commissioner Vaughan, Seconded by Commissioner Ricci, to approve the implementation of "NO PARKING 2:00 A.M. to 6:00 A.M." on the east side of Batavia Street between Angus and Nicholas Avenues to coincide with similar postings in the area. The motion carried by the following vote: Ayes: Beil, Dick, Feliz, Vauqhan, and Ricci Noes: None AbsentNone 4.3. Request to implement permit parking on East Madison Avenue from Wayfield Street to the Cul-de-sac; East Orange Grove Avenue from Wayfield Street to Tustin Street; Wayfield Street from Walnut Avenue to Orange Grove Avenue; and the north side of Walnut Avenue from Wayfield Street to Tustin Street. Chair Beil opened the public comments: The following people spoke generally in favor of the item: • Ryan Pond • Lupita Velasquez • Carolina Acadiz The following people spoke conditionally in favor of the item: • Robin Bleiweiss • Anita Greco A motion was made by Chair Beil, Seconded by Vice Chair Feliz to: 1. Approve permit parking for both sides of Madison Avenue from Wayfield Street to the cul-de-sac; and both sides of Orange Grove Avenue from Wayfield Street to the westerly property lines of 1744/1743 Orange Grove Avenue. 2. Forward to the City Council for final approval.
