06-26-2019 - Minutes ZA CITY OF ORANGE June 26, 2019 ZONING ADMINISTRATOR MINUTES – FINAL Staff in Attendance: Pete Goodrich, Zoning Administrator Vidal Marquez, Assistant Planner Jessica Wang, Recording Secretary Public Hearing: 3:00 p.m. Zoning Administrator (ZA) Pete Goodrich called the Public Hearing to order at 3:00 p.m. and reviewed meeting procedures. NEW ITEMS: 1. Variance No. 2249-19 – Del Taco Restaurant  A request for a variance to allow the construction of a block wall exceeding the maximum allowed height of 6 feet as measured from the highest elevation of land contiguous to the wall.  Location: 2043 W. Chapman Avenue.  Staff Contact: Vidal Marquez, (714) 744-7214, vmarquez@cityoforange.org Vidal Marquez, Assistant Planner, presented a project overview consistent with the Zoning Administrator Staff Report. He noted he has received no public opposition of this request and one phone call asking for clarification on which wall is being addressed. Mark Raber of Del Taco gave a presentation stating the purpose of allowing for a higher block wall was to add security and to be better neighbors to the residents behind the restaurant. The ZA opened the public comment portion of the meeting. Saul Garcia, a nearby resident, requested the length of the new wall be extended to his property as he has experienced robberies, trespassing, noise, and litter. Staff explained Mr. Garcia’s property shares a wall with another connected property and not Del Taco. The ZA behooved the applicant to address delivery and operational practices/management to be more considerate of the neighboring residents. The ZA closed the public comment portion of the meeting. The ZA had no further questions for the applicant. The ZA rendered a decision and approved Variance No. 2249-19 – Del Taco Restaurant project, based on the seven conditions listed in the Staff Report. ADJOURNMENT: The ZA adjourned the Public Hearing at 3:14 p.m.
