OPENING
The Zoning Administrator of the City of Orange, California hetd a public hearing on
October 13,2021, at 3:00 p.m. in a Regular Meeting in Conference Room C, 300
E. Chapman Avenue, Orange, California
1.1 CALL TO ORDER
Zoning Administrator (ZA) Christopher Cash called the meeting to order at 3:00
p.m.
1.2 PUBLIC COMMENTS
None.
2. NEW AGENDA ITEMS
2-1. Conditional Use Permit No. 31 zi-z0,Administrative Design Review No. 0148-
20, and Minor Site Plan Review No. 1019-20 - Wahi Residence, 7411 E.
Grovewood Lane
A proposal to remodel and construct a 2,665 square foot room addition to anexisting three'story single family residence, two detached habitable
accessory structures with plumbing facilities (two-story gym/garage andpoo! house), and related site improvements.

The ZA discussed the following:. Privacy concerns
' Lack of communication between property owner and neighbors. Space for wildlife crossing. Property maintenance. Light pollution. Landscaping. Clarification on project setbacks
The ZA rendered a decision to approve Conditional Use Permit No. 3125-20,
Administrative Design Review No. 0148-20, and Minor Site Plan Review No. 1019-
20 - Wahi Residence, based on the Conditions and Findings listed in the staff
report and with an additional Condition as follows:
1. Project approval is subject to the following Conditions recommended by the
Orange Park Acres (OPA) Board.
1.1 A letter of commitment from the homeowner shall be submitted stating
that there will be no commercial enterprise operating on the property.
1 .2 Screening or coverings on the fence-line shall be provided during
construction activities.
1.3 The applicant shall follow all regulations set forth by the City of Orange
regarding construction.
1.4 The applicant shall accept input from the adjacent neighbors regarding
landscaping at property lines for privacy.
1.5 Construction equipment, including trailers shall be kept at the back of
the property at an acceptable distance away from the adjacent
neighbors.
1.6 Notification of any revision to the March 8,2021 plans shall be given to
OPAAC prior to construction.
