09-14-2021 Small Lot Subdivision Ordinance CITY OF ORANGE NOTICE OF PUBLIC HEARING SMALL LOT SUBDIVISION ORDINANCE NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public Hearing, Tuesday, September 14, 2021, at 6:00 p.m. or as soon thereafter as the matter may be heard, in the Council Chamber, 300 E. Chapman Avenue, Orange, to consider the following request: SUBJECT: Small Lot Subdivision Ordinance: an Ordinance of the City Council of the City of Orange amending Titles 16 and 17 of the Orange Municipal Code to establish development standards and streamlined subdivision and entitlement procedures for small lot subdivisions. PROPERTY LOCATION: Multi-family Residential (R-3 and R-4) and Neighborhood Mixed-Use (NMU) Zones Citywide REQUEST: City Planning Division staff has prepared development standards and streamlined subdivision and entitlement procedures for small lot subdivisions. PLANNING COMMISSION ACTION: At its July 19, 2021 meeting, the Planning Commission unanimously voted (4-0) to recommend approval of the Ordinance. ENVIRONMENTAL INFORMATION: The Small Lot Subdivision Ordinance and related Small Lot Subdivision Guidelines are exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15305 (Class 5, Minor Alterations in Land Use Limitations) because they involve only changes to development standards that create more flexibility in housing development format and streamlining of procedures. No changes are proposed to the allowable residential density established by the General Plan. There is no public review required.
