PROJECT DESCRIPTION:
A proposal to rehabilitate a historic commercial building for a new restaurant including an outdoor patio in the Old
Towne Historic District.
DATE OF DESIGN REVIEW COMMITTEE ACTION:
The City of Orange Design Review Committee (DRC) will take action on Design Review No. 5022-21and Minor
Site Plan Review No. 1034-21 at the regularly scheduled public DRC meeting on Wednesday, September 1, 2021
at 5:30 p.m. at the Orange Civic Center, Council Chambers (300 E. Chapman Avenue, Orange, CA 92866).
Members of the public can access meetings on Spectrum Cable Channel 3 and AT&T U-verse Channel 99 and
streamed live and on-demand on the City’s website at: https://www.cityoforange.org/2023/Orange-TV3-Live.
All interested persons may submit comments and may be heard on any relevant matter relating to the proposed
actions by mail, email, voicemail or in-person, as set forth in the September 1, 2021, Design Review Committee
agenda to be posted on the City’s website at www.cityoforange.org.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per
State CEQA Guidelines 15303 (Class 3 – New Construction or Conversion of Small Structures) and 15331 (Class
31 – Historical Resource Restoration/Rehabilitation). The project consists of the conversion of an existing
commercial building to a restaurant, consistent with the property’s General Plan designation and zoning. The
building totals less than 10,000 square feet and is located in an urbanized area where all necessary public services
and facilities are available. The historic building will be rehabilitated in conformance with the Secretary of the
Interior’s Standards for the Treatment of Historic Properties and the Historic Preservation Design Standards for Old
Towne. There is no public review required for a Categorical Exemption.
RIGHT OF APPEAL:
Any final determination by the Design Review Committee may be appealed, and such appeal must be filed within
15 calendar days after the action is taken. This appeal shall be made in written form to the Community Development
Department, accompanied by an initial appeal deposit fee of $1,000.00. The Community Development Department,
upon filing of said appeal, will set petition for public hearing before the City Planning Commission at the earliest
possible date.
