I.CALL TO ORDER
The meeting was called to order at 6:35 P.M.
II.ELECTION OF CHAIRPERSON
Committee Member Perez nominated Janice Mickelson-Weilmuenster to
serve as Community Development Block Grant (CDBG) Program
Committee Chairperson. Committee Member Manning seconded the
motion. Without objection, Janice Mickelson-Weilmuenster was selected
as the CDBG Program Committee Chairperson for 2018.
Motion carried, 4-0 (Absent - Committee Member Mickelson-Weilmuenster
and Alternate Committee Member Gillanders).
III.APPROVAL OF MINUTES – MARCH 8, 2017
Committee Member Rico moved, seconded by Committee Member Penn,
to approve the March 8, 2017, Minutes as presented.
Motion carried, 4-0 (Absent - Committee Chairperson Mickelson-
Weilmuenster and Alternate Committee Member Gillanders)
IV. REVIEW OF FY 2017-18 CDBG ACTIVITIES
Ms. Laster handed out the FY 2018-19 CDBG funding cycle meeting
schedule, noting the February 7, 2018 and February 28, 2018 meeting
dates will likely not be needed; and stated that an updated meeting
schedule will be provided at the next meeting. She also distributed the
final FY 2017-18 CDBG funding allocations table; and clarified that the

Committee’s original FY 2017-18 CDBG funding recommendations assumed the
FY 2016-17 CDBG funding level of $1,181,714, because HUD had not notified the
City of its FY 2017-18 grant amount before the recommendations were made. She
added that the final FY 2017-18 CDBG allocation is $1,144,944, a $36,770
reduction that resulted from HUD’s funding cutbacks. She noted that in the
Administration category the Fair Housing Foundation was funded for the
requested amount; and that in the Public Services category the allocations for the
Assistance League of Orange, Friendly Center, and Mariposa Women and Family
Center were reduced proportionately to absorb the funding cutbacks. Referring to
the FY 2017-18 CDBG Program Committee Funding Recommendations/allocations,
she added that the projects in the Public Facilities/Improvements/Rehabilitation
category were funded for the requested amounts, because unexpended CDBG
funds from prior years were rebudgeted to cover the shortfall.
REVIEW OF FY 2018-19 CDBG FUNDING REQUESTS
Ms. Laster highlighted each of the FY 2018-19 CDBG application
proposals submitted, noting there are seven nonprofit agencies applying
this year; and also briefly referred to the amount of CDBG funding
currently allocated to returning applicants this year. She noted that
Family Promise of Orange County and HomeAid Orange County are new
applicants to the City of Orange. She mentioned that the City will likely
contract with the Boys and Girls Club to carry out the After-School
Community Programs in FY 2018-19, and that Friendly Center will be the
contract agency for these Programs through FY 2017-18. Ms. Laster
noted for Committee Member Penn that the City owns El Camino Real and
Grijalva Parks, but that Killefer Park is located on school district
property.
Committee Member Perez mentioned that the two new applicants are not
asking for much money and stated she hopes enough funding will be
available to all.
Ms. Laster mentioned that the City has not reimbursed Mariposa Women
and Family Center for current fiscal year expenses yet because the agency
has not submitted all of the required paperwork.
Ms. Laster stated that the Sacramento Street Rehabilitation proposal may
be limited in scope depending on the amount of CDBG funding that is
ultimately received.
