The intersection did satisfy the required warrants for STOP " � controls at an arterial intersection. The intersection has been on the Signal Priority � � list for several years. Presently, budget restraints prohibit any installation of traffic signals in the 1983-84 Fiscal year. Glassell �& Meats is similar to the Glassell - �� & Fletcher intersection and past history at the location� indicates that the four-way STOP installation did not alleviate the � problems. Motorists continued to show disregard for tt�� controls and the situation - did not signlficantly improve until the � installation of the Red F1asher. The subject intersection does meet the required warrants for additional control , however, � the width of Glassell Street in conjunction � with the improvements at their ultimate, . creates a situation where the installation � of a four-way STOP controlled intersection � ma�r not prove to be the appropriate solution ' at this time. The most appropriate solution . would be the installation of a traffic signal Such �nstallation would be in keeping with � the current City policy of allocation of funds to q�aalified locations according to . the established Signal Priority List. Recommendation: � 1 ) The request for 4-way STOP Controls be denied. 2) Install left turn pockets for Northbound & Southbound Glassell .with lengthy vision zones. � 3) Retain on Signal Priority List. Gerry Crisler spoke as the representative for Hamiltons. Her concerns were that. the left turn pockets would only aide Glassell Street traffic and is in favor of signalizing ° the intersection. In the current Fiscal year 1983-84, there are.no funds � to build traffic �signals. Funding sources for these kinds of improvements are gas � tax and sales tax both of which have been ' � � . reduced in recent years. Staffs recom- mendation: Retain on priority list until funds are available for construction. Those speaking in favor of a traffic signal were: Trudy� Chatham, Dick Webber, Lee Lomask and h1r. Miller. Application of the vehicular . and pedestrian volumes to the minimum . warrant for placement of an adult crossing guard at a signalized intersection indicates � the criteria is met. It is recommended that an adult guard be approved for the Katella- �Wanda intersection. C. Hoover/Lincoln and Wanda � This intersection is unique in three respects: � 1 . The majority (147) of the relocated students will cross here enroute to Villa Park Elementary School � 2. Hoover and Lincoln form an off-set intersection at Handy (off-set the °'wrong way") ; and, 3. Hoover and Wanda are in the City of Orange while Lincoln and the unimproved - area immediate east_�f.Wanda is in the - City of Villa Park. Application .of the existing traffic vol�umes . and anticipated pedestrian volumes to the . 4-way STOP and adult crossing guard warrants indicates that the criteria for 4-way STOP � control is not met but that the placement _ of an adult crossing guard at this location is warranted. It was further determined that the appropriate location for a school crosswa1k would be on the south side of Lincoln. During discussions with officials of the � Orange Uni.fied School .District pursuant � � to the closing of Katella School , it was agreed that they would fund, if � necessary, a flashing warning light. It is recommended that this device be installed. � The Traffic Division cannot, however, assure � that the warning lights will be installed � by the opening of scho�l in September . but will make every effort to do so. . D. Miscel7aneous � � There are two .intersecting streets on • Hoover between Handy and Wanda; Hoover and . Hart which is 4-�ay STOP controlled and � the "T" intersectaon of �Hoover and Hardin�g. . Although not warranted, it is suggested � that �STOP control be i�stal1ed on Harding and that cros�walks be placed across both � � intersections. As these will be on the � saf�. �chool walking route and will aid in the safety of the pedestrians. It should be noted that the recommendations recommend the placement of�two crossing guards. One location will be a simple � transfer of the guard presently located at Katella and Handy. The other will be � a "new" guard. In discussing this situation, - in view of the city°s current hiring freeZe, with the OUSD officials, they . indicated a willingness to relocate a guard presently assigned to another school . : • Which guard at which school has not, as yet, �- � been. determined�.or even that a relocation is a realistic alternative as historically proposed guard removals have not been overly successful .
