2.13 Request for installation of an "intersection vision zone" at
the intersection of Meats Avenue and North pine street.

Discussion: Mr. Wells, 2143 N. pine street, commented Meats
Avenue was a quiet street 28 years ago when he purchased his
home. Now, it is a four-lane street with heavy traffic,
and parking when soccer games are going on. There is risk of
an accident trying to turn onto Meats to travel east, when
cars are parked on Meats up to pine Street. The requested 35
ft.vision zone is not a cure, but will help the
dangerous situation. Mr. Wells submitted a petition with
46 homeowners' signatures in favor of the
request.Maxine Staump, 721 E. Meats, submitted a petition from
eleven of the homes in the neighborhood. Ms. staump was
informed she could only gat one signature from each household.
There are very seldom any vehicles within the 25 or 35 ft.
area.On holidays, her family uses the area, and parking on
pine Street is difficult because of an alley, fire hydrant
and three driveways. Homes on pine Street have three RVs
which are also part of the parking problems. In order to
offer guest parking, Ms. staump's guests have to go down
the street. Because of handicapped members of the family,
Ms.Staump tries to keep parking spaces
available.Ms. Staump requested a compromise of 25 ft., which will
leave most of her front walk open. The 35 ft. will
completely cover her front walk, eliminating parking space for
disabled members of her
family.The City Attorney advised the Ordinance in the
Orange Municipal Code section 10.38.040 authorizes the
Traffic Engineer to establish areas of no parking, and it
is designated as intersection vision arterial local
streets.The approximate length of the intersection vision zone
shall be 30 ft. for posted speed limits of 25 MPH or less,
which can be increased in length at the rate of one foot per
each mile, per hour increase in the posted speed
limit.The Traffic Engineer commented the speed limit is 35 MPH.
If the ordinance were to be followed precisely, the
recommended red curb would be actually 40 ft. It was felt
the recommended 35 ft. would actually leave 30 ft. of
available curb frontage along the subject property accommodating
two
vehicles.Page

council asked if traffic and parking problems have been
reviewed further east on Meats, and asked about a red curb
staccato approach in order to accommodate disabled people.
The Traffic Engineer reported no analysis has been completed
for east Meats. The staccato approach would not prohibit a
large or tall vehicle parking in that space.

Discussion: councilman steiner commented within this resolution, the
city is providing and recognizing the need for unpaid 30 days leave
for mothers and fathers with new babies, and for purposes of
adoption. This has become a national trend, both in the corporate
world and increasingly in government to recognize the pressures on
young families. Councilman steiner was pleased that Council has
unanimously agreed to this as a benefit for the City family.

and Bertha Roble, 2975 N. Rippling Creek Dr.,Orange, regarding the
removal of an offending sign at 350 Sandpebble.Councilwoman Coontz asked
why there was no staff report responding to references to code
enforcement issues. The City Manager indicated in the future, staff
reports will be prepared for items placed under Oral Presentations.Mrs.
RobIe distributed
photographs of the sign. The city Attorney's Office was contacted
first, then Code Enforcement Division, who told them if it
were a place of business, the sign would come down right away. However, this
is a residence. The sign has been up since July 20, 1991. Since
the sign has been up, eggs have been on their doorstep and also
on their car. The Police Department was also notified. Since no
physical damage was done to their property, there is nothing the
Police can do. Mr. Roble has now contacted a private attorney.Mr. Roble
explained
that there have been problems with opossums in their garden during
the years when they have planted gardens. He distributed a diagram
of the trap he used to catch them and take them to Animal Control.
No cats have been caught in this type of trap.The City Manager
reported this is a code enforcement problem, and the Code Enforcement Manager
will take care of the problem.Nancy Thompson, 739
E. Del Mar, orange, thanked the Mayor, Council,Police Department, Code
Enforcement and the INS for helping US citizens that want
to do something about the illegal immigration problems that are
occurring, especially since the legislature refuses to help.Page

Time set for a public hearing on petition by Woodcrest Development,
Inc., to consider Tentative Tract Map 14359 to allow the subdivision
of 230 acres into 233 single family parcels, three multifamily
parcels, 21 lettered lots, and a park site. The project includes the
construction of Serrano Avenue from Orange Park Boulevard to Nohl
Ranch Road.
The project is classified P-C (Planned Community) District with
a Specific plan overlay (Serrano Heights Specific Plan); and is
located on an irregular shaped parcel 230 acres in size located north
of Santiago Oaks Regional Park, east of the Southern California
Edison Serrano Substation, south of Anaheim Hills and southwest of
Nohl Ranch

PUBLIC HEARING.The Community Development Services Manager gave
the staff presentation incorporating both items 12.1 and 12.2, since
they are similar. These are the first tracts that are to
be developed according to the Specific Plan, which allows the ability
to transfer density among various planning areas. If there are
underbuilt areas,units can be transferred up to 10% to other areas that have yet
to be built on the property. The Specific Plan allows the
Director of Community Development to authorize the transfers, which
is being recommended, since the developer is building larger lots
than were originally anticipated for this area. This has resulted
in fewer dwelling units. The developer would like to reserve the
right to build on future parcels if it becomes necessary. The
Specific Plan allows the transfers so long as the density ranges that are
listed in the Specific Plan are not exceeded during
future development.The Planning Commission discussed the Fuel Modification
Zone which involves the property between the edge of Tentative Tract
14359 and the land that is part of the County open space. Condition No.
1 of the revised conditions, addresses this and guarantees the
City will get the required fuel modification or necessary additions
to the individual homes, such as fire sprinklers or other methods
to control fire danger to the satisfaction of the Orange
Fire Department.Regarding the condominium portion of Tentative Tract 14550,
a revised plan was submitted depicting an actual crown street section
with a wedged curb type design, and is now consistentwithengineeringstandards. Driveway setbacks were discussed with
the developer regarding adequate room on
the site.The following Planning Commission conditions were
revised: Condition No. 14 of Tent. Tract 14359, regarding emergency access to
a horse trail leading to a tunnel, and connecting to the
recreational trail should have emergency access to the horse trail system.
The tunnel has been reviewed by the Police Department
Crime Prevention.

Also, a Police condition regarding non-climbable fencing. This
has been discussed with the Police Department, and it should be
reworded so the developer can present fencing examples to the
Police Department for their
approval.In both tracts, single family and condo, an engineering
condition referenced development of slopes at 1-1/2 to 1, subject
to an engineering geologist report and the use of a particular
brand of mesh that holds the slopes together. This has been
revised, as recommended by the engineering geologist, that the mesh be
used or allow the slope to maintain its
own weight.Council asked about ridge line protection. It was
reported the majority of the ridgelines are a part of the second
phase of development where it interfaces with
Anaheim Hills.Speaking in favor of the project, Frank
Elfend, Elfend 4675 MacArthur ct., suite 360, Newport Beach,
gave the with the use of illustrative tract maps,
depicting all the project, and the proposed construction
of Serrano.depicted the areas where ridgelines will
be protected.Tentative Tract 14359, in Phase One, is proposed to have
63 single family homes, with an average lot size at 8700 sq. ft.
The majority of the lots that face the Hidden Creek area and portions
of Mabury Ranch are approximately 10 to 12,000 sq. ft., and provide
a good'interface between the two areas. The Orange Park Acres
community was consulted regarding the treatment of houses facing
that community.It was decided to architecturally treat the rear of the
houses in order to have a more pleasing effect, where the design of
the 2-story house have a rear elevation of

Plan shows apartments, but based on current market conditions, it is the
intent of Woodcrest to build condominiums in the area, which has
been received
by the surrounding communities.The Trail system provides for an underpass
trail system that connects to the park along the edison easement in Phase
one of the development plan. It has been presented to Orange Park
Acres and Mabury Ranch and
has met their approval.All development plans were presented
to the surrounding communities.A letters from Mabury Ranch Homeowners
Association, Orange Park Acres Homeowners Association, and the
Peralta Hills Alliance recommending approval are in the
City Council's packet.Regarding the fuel modification, it
has been discussed thoroughly with all parties involved. There is an
agreement that has been reached with Woodcrest, the City Attorney
and the Fire Department regarding the provision of a condition of
approval which required a fuel modification plan be approved by
the Fire Department. This condition ~oes not mandate that Woodcrest is
required to make any improvements off the property. There are

Council comments ensued relative to the treatment of Serrano and
private street construction and the crown effects. Mr. Elfend
responded a 10 ft. landscaped median will be provided along Serrano
Avenue. Also, not a single home will be built until Serrano Avenue
is built. Buffer zones, utilizing mature trees and block walls
between the land uses, as required by the Specific Plan was also
discussed.
Extensive discussions with staff were held regarding the crown
streets, and it is proposed that crown drainage and curbs be
constructed to avoid some of the problems the City experienced at
other locations.
A condition in the Specific Plan stipulates that before lumber is
dropped, there will be a Fire station in the area. There is no
requirement to place one on this site, but discussions are being held
with the Fire Department and some way there will be a Fire station to
service this project when there is a need based upon construction of
housing.
Speaking in opposition:
Larry Bonham 322, S. Olive, commented the development is placed too
far away from shopping centers, which will cause air pollution and
automobile accidents.
Council commented on the significant efforts by Mr. Elfend, and the
developer to bring the communities together to discuss a project of
this size.

PRESENTATIONS Fire Captain
Ray Montoya was asked by Mayor Beyer to describe the fire at
Peralta Middle School and the Fire Department's operation procedures. Captain
Montoya reported on the injuries sustained by Fireman Kevin
Kelso, when he fell through the roof into an air conditioning area,
and was pulled out. He sustained first and second degree burns,
which have been treated. Captain Montoya explained the critical Incident
Stress Debriefing procedure, which is new to the City.Councilwoman
Coontz
indicated she has received phone calls from concerned residents
in the area, and requested a report from the fire and police
departments regarding investigations of the fire and break-ins
that have been occurring at Peralta.Councilman
steiner suggested the Mayor agendize this issue for an update
at the October 9th Cities-Schools Coordinating Committee.
Mayor Beyer indicated he would do so, and provide Councilmembers with
copies of both reports.
Larry Bonham, 332 S. Olive, expressed concerns regarding abortion.
Frank Remkiewicz, Director of Planning, Research and Information
Services for Orange Unified school District, thanked the Fire
Department for their emergency services and actions. Peralta has
been declared surplus and has gone through the process required by
the Education Code. We are currently in a period of time where we
are required to notify all the various governmental agencies that
this particular piece of property is available. It is required under
the Naylor Act, that if a city or county would like to pursue an open
space purchase of that property, the City can. That process, from
time of notification, OUSD is required to leave it open for 60 days.
At the end of that time, we can continue to pursue other courses the
Board of Education chooses, and they have several opportunities in
front of them that will be presented when the 60 day period closes.
