COMMITTEES AND COMMISSIONS - None 6.ADMINISTRATIVE REPORTS A2500.0)Zoninq Ordinance update - Presentation bv staff on the proposed draft of the Residential. Aqricultural and Open Space sections of the ordinance. (Joint discussion with the Planning Commission)The Mayor announced a nuts and bolts workshop is scheduled to explain the procedural aspects of the zoning ordinance for August 8, 1991 at 9:30 A.M. at the Civic center, Conference Room C.The Administrator of Current Planning reviewed the methodology of the update process and reviewed goals for the ordinance. Identification of issues relating to the Residential, P.U.D., Agricultural and open space districts were discussed, as well as new procedures. The Height Overlay District, Old Towne Overlay District and Density Bonuses were reviewed in the Administrative Section, which is still in progress. James The following concerns were expressed by the City Council and citizens:parking problems in the R-3, R-4 zones, in planned unit developments concern with the floor area ratios as it relates to building heights, open space and garages - concepts should be tested now to see what is desirable in the community.mobile home parks definition of purpose should be further discussed.accessory structures needs to be carefully reviewed.drainage problems, improvement of private street standards concern with building height and distance between structures in the R-3 and R-4 zones garages should not be counted as parking, there should be sufficient parking per bedroom space.overcrowding of apartments Page 2 144 COUNCIL MINUTES AUGUST 1, 1991 6. ADMINISTRATIVE REPORTS (Continued) the need to establish and maintain neighborhoods in the city, especially west of Glassell, to protect these areas where a great number of people are living on fixed incomes. there needs to be a glossary of terms, some of the existing terms are confusing and vague regarding group homes, the city should develop a requirement for safety regulations The City Council recommended removal of video arcade uses from Code section 17.22.060, the Agricultural and Open Space District Chapter. It was felt the subject use would be more appropriate in the commercial zone section. NOTE: THE MAYOR CALLED A RECESS AT 10:10 A.M. COUNCIL RECONVENED AT 10:25 A.M., AND THE PLANNING COMMISSION LEFT THE MEETING. 7. REPORTS FROM CITY MANAGER - None 8. LEGAL AFFAIRS - None 9.PLANNING AND ENVIRONMENT OC1300.K.2)A staff presentation of a report from Councilwoman Coontz regarding the North Orange County Landfill and Technologies Study (NOCLATS) and a recommendation from Mayor Beyer suggesting an official City position to be presented to the Integrated Waste Management Commission on August 8, 1991.Mayor Beyer introduced Councilman Tom Daly from the City of Anaheim.The Administrator of Advanced Planning reported the SubCommittee of the Integrated Waste Commission, which includes Councilwoman Coontz,has completed its review of NOCLATS, and has made a recommendation which will be presented to the Integrated Waste Commission on August 8, 1991. The Orange County Planning commission will review the Environmental Impact Report for adequacy on August 6, 1991. The purpose of today's meeting is for Council to approve a recommendation to the Integrated Waste Commission that will be presented August 8,1991 from Council.Councilwoman Coontz reported the City'S representatives on the North Orange County Landfill Subcommittee are La Habra, Anaheim, Brea,Fullerton and Orange. At the previous meeting all representatives were present and the following recommendations were approved:1. That Olinda/Olinda-Alpha be expanded including use of the borrow site and/or alternative technologies.2. That aggressive pursuit of Alternative Technologies be undertaken, including all systems of waste diversion, source reduction, recycling and composting per the AB939 hierarchy.3. That the Gypsum Canyon site be landbanked.4. That the East Blind/West West Fremont site be landbanked if Gypsum landbanking does not occur.Page 3 1 U 5 COUNCIL MINUTES AUGUST 1, 1991 9. PLANNING AND ENVIRONMENT (Continued) Councilwoman Coontz commented that she is a representative from the League of California Cities and abstained from voting on number 4, because the city of orange did not prefer the East Blind/West West Freemont site, which was the only time Councilwoman Coontz abstained from any decisions. Councilwoman Coontz will be chairing, as the Vice-Chairman, the subcommittee report for the next meeting of the commission on August 8, 1991, because the Chairman has decided he will make a minority report. Councilwoman Coontz felt all committee members had worked together on the final vote to achieve compromise.councilwoman Coontz further explained that at the August 8th meeting she will abstain from the vote on number 4 and speak from the audience on behalf of the city of Orange on that matter.Mayor Beyer read the following memorandum, dated July 30, 1991:Subject: North orange county Landfill & Technologies study NOCLATS) Recommendation for Discussion at the Adjourned city council Meeting at 8:00 A.M., Thursday, August 1, 1991.Because Councilwoman has been involved in the NOCLATS as League of cities appointment to the Integrated Waste commission thereby representing the entire county, I would like to take the lead on this matter from the City'S perspective and made some comments and recommendations.First, as I have already stated, I am not in favor of additional landfills in the City or our sphere of influence especially so close to existing development and the future East Orange General Plan area. In my way of thinking, there have to be other ways of handling trash other than depositing it is local landfills. We have lived with the problems of the santiago canyon Landfill for many years.Almost all of the trash going to Santiago passes through Orange one way or another.It is my understanding that expansion of the Brea/Olinda landfill will provide adequate time to explore alternative methods of dealing with trash before establishing the need for an additional landfill.The Brea/Olinda landfill expansion would have minimal impacts compared to establishing any of the new landfills.Page 146 COUNCIL MINUTES AUGUST 1, 1991 9. PLANNING AND ENVIRONMENT (Continued) Councilwoman Coontz has talked to me about the need to better understand current recycling and source reduction efforts as well as technology alternatives for handling trash before making a determination on the demand for additional local landfills, some technologies that would be difficult to achieve in the Los Angelesbasinbecauseofairqualitylimitations. Lastly, if there is a need for a second landfill to go along with Brea/Olinda, the Gypsum Canyon site at least has reasonable access from an existing freeway and would not require trash trucks to traverse existing residential areas. with the above thoughts in mind, I would like to make the followingrecommendationsasanofficialpositionoftheCity: 1. That the City opposes the development of landfills in Blind and West Freemont Canyons because of their degradation of those canyons and their proximity of existing and future developmentintheCityofOrange. 2. That the City support the expansion of the existing Brea/olinda landfill as having the least impact of the landfill alternatives. 3. That recycling and source reduction efforts as well as other alternatives to local landfills be aggressively pursued. 4. That if a second landfill is found to be needed as the result of studies exploring alternative technologies, rail haul and enhancing recycling and source reduction efforts, that Gypsum Canyon be selected because of its superior access from the Route 91 Freeway without reliance on the Eastern TransportationCorridoranditstiminganddevelopmentissues. MOTION - Spurgeon SECOND Barrera AYES - Steiner, Barrera, Mayor Beyer, Spurgeon ABSTAINED - Coontz Moved to accept the four recommendations outlined in Mayor Beyer's memorandum, dated July 30, 1991.NOTE: Councilwoman Coontz abstained from voting because of her membership status on the Integrated Waste Management Commission.Discussion ensued related to waste haulers taking trash from five cities out oftheCityofOrange, which could have a major financial impact on the waste sites being proposed. The Finance Committee is reviewing this situation and will have a recommendation at the August 8th meeting.Page5 COUNCIL MINUTES AUGUST 1, 1991 10.
