Final Items - Item 2) DRB 2994 -CHEVRON, U.S.A. (ROBERT FISCUS 8~ ASSOCIATES) 2844 SANTIAGO BLVD. (NEWPORT FWY. AT NOHL RANCH RD.) "Freeway sign" for an automotive service station, with substantial modification to the existing freestanding sign; C-TR (Limited Business) District, Tustin Street Redevelopment Project Area. (Greater height for signs approved through CUP 2080.) KATELLA AVE. Lube and oil change facility on a pad at the "Home Depot" center; M-2 (Industrial) District, Northwest R.P.A. The applicants discussed the focus of revisions to plans. The board had required substantial revision to south and east elevations. The board had several questions about architectural materials and features, which ultimately were resolved through discussion with the applicant, as follows: Motion: to approve the proposal subject to the following: A) Landscaping plans will include two more Ficus trees at the east end of the front yard, and a planter at the base of the trellis that is proposed on the east elevation. A vine shall be trained to grow upon the trellis. B) Metal red file shall not be permitted for the roof, as initially requested by the applicant. Roofing color and material shall match that of the Jack-in-the-Box building, which is located in the same shopping center. C) The architectural "pop-out" that is shown on the east elevation shall be more than 4" deep. The dimension of lumber used to build the underlying frame of this architectural feature will be 2" x 10" (rather than 2" x 6" or 2" x 8"). The applicant also has the option to re- design this architectural feature so that it has a flat top, one that terminates at least one foot below the parapet wall. The existing gable-end design may be retained, if desired. D) The window located on the east elevation shall be reduced in width, or centered between the pop~ut and the corner of the building. If the wall is to be built of concrete block, one "block module" would be an appropriate distance from the adjacent pop-out. (Continued from the previous page) Sta, f,~'Recommendations & Requirements Add the following landscape conditions requested by the Design Review Board which are missing form the minutes of December 7, 1994 meeting: • Indicate tall fescue type sod on planting legend. • Change two (2) 24" box Geijera parviflora, Australian Willow, trees in the turf at the front of the site along Katella Avenue to Ficus Benjamina, Weeping Chinese Banyon, with root barriers. Submit three copies of final landscape plans to staff for approval, with construction documents submitted for a building permit. Modification to the fagade of the former "Builders Emporium" building; C-TR (Limited Business) District, Tustin Street R.P.A. The applicants were represented by John Rix, azchitect. Mr. Rix carried with him (to the meeting) several variations on the same basic plan. After some discussion a motion was made. Motion: to approve the plan that was submitted for distribution in the packets before this meeting, now on file with the Community Development Department. Approval is subject to the following two conditions: A) In regazd to the portion of the wall that is identified between gridlines 4 and 5 in plan view (architect's plan, page A-I), the upper east corner of the roof shall be clipped at a 45- degree angle to match that of the west end, same section. Minutes December 21, 1994 Page 6 New Proposals - Item S) DRB 3020 -TOM PROPROFSKY AND HOWARD JAMES (R.C. COLIN CO.) 261 S. OLIVE ST. Second residential dwelling unit and garage addition to existing house in R-4 (Residential Maximum Multiple Family) and Old Towne Districts. The applicants were represented by Bob Colin. The staff made a detailed presentation concerning the appropriateness of the garage addition to the existing historic residence, and the design of the new structure. The staffs primary concern was that the garage door being exposed to the street and the proposed modification to the roof would result in "an irreversible alteration" to the house. The boazd agreed that this component of the project needed to be re-studied. One board member stated that the proposal looked "awkward," even in site plan view. The boazd recommended solutions according to the following order of preference: Since the two-car garage that is proposed at the rear of the site would satisfy the total requirement for covered parking spaces, the garage located out front may be eliminated. 2. The proposed one-car garage may be pushed pack towazd the reaz of the property, so that it is located behind the facade, rather than in front. 3. A carport may also be proposed, if the applicant desires the covered parking space. In regard to the garage proposed at the rear of the site, the staff and the board felt that this building should not have a flat roof. Since the existing residence has a gabled roof, the new building should have a somewhat consistent roof design. Building code complications were discussed with the applicant. As for the new dwelling unit, the board suggested that the applicant consider a new design that is proportioned and detailed according to the Craftsman style of the existing residence. The new building, as proposed, would be somewhat boxy, which might be appropriate if the existing residence were a Victorian style building. The volume of the upper level should be reduced. The boazd felt that the azchitect could make better use of a Craftsman form if some variation between the upper and lower levels were proposed. The space between the two buildings may be reduced for the lower story, so long as the upper story maintains the adequate set-back for atwo-story building in the R-4 district. (Continued from the previous page) The boazd discussed one alternative scheme to integrate dormers or other attic space within the upper portion of the building. Additionally, the boazd identified problems with window spacing and proportions, and suggests that the applicant make a better effort to integrate the front porch within the new design. Furthermore, the use of a "belly band" between upper and lower levels is not appropriate unless dissimilar material is used in siding the building, above and below. If a bay window is to be proposed, it should not run all the way down to the ground. If a written agreement does not exist, now is the time to prepare one. Wording of the agreement will be approved to the satisfaction of the Community Development Department, and documented by the County Recorder. Adjournment: 6: 40 P. M.
