Landscape and imgation plans for aself-service car wash; M-2 (Industrial) District,
Northwest Redevelopment Project Area.
The applicants were present for this meeting. The board had questions about an existing sign, future wall
signs, existing trees, street trees, and a hedge along the front edge of the parking lot. After some discussion a
motion was made to approve landscape and irrigation plans subject to the following conditions:
A) The hedge across the front yard shall be comprised of shrubs that are standard size, not
dwarf, and maintained at a minimum height of 36 inches.
B) Plans shall include the locations of two street trees, to be planted within wells in the existing
public sidewalk.
Additionally, the applicant will submit photos of the existing freestanding sign to staff, so
that a determination may be made as to whether it conforms to existing sign code criteria,
and be modified without the board's review. If not, a sign plan will be submitted.

Recommendation to Planning Commission: C.U.P. 2090-94. Planning Commission
hearing is tentatively scheduled for December 19, 1994. A self service car wash; Old
Towne, C-2 (General Business) District, Santa Fe Depot Specific Plan, Southwest
Redevelopment Project Area.
The applicants were not present for this meeting. The board had some concerns about landscaping, and
application of Old Towne design criteria. Consequently, discussion will be continued until December 7, 1994.

• Add/change plant material, if required by the DRB. Existing Cinnamomum camphora, Camphor

DRB 3015 -JIFFY LURE (RICHARD HYNAN)
439 W. KATELLA AVE.
Lube and oil change facility on a pad at the "Home Depot" center; M-2 District, Northwest
Redevelopment Project Area.
There was a good deal of discussion about prior approval of a similar project on this site ("Spee-dee" Oil
Change). However, that application has expired, and the only similarity to this proposal is that the nature
of the business is automotive service.
The board had concerns about all three aspects of this proposal: site plan, building elevations, and
landscaping plans. The boazd questioned whether it was appropriate to place the bay doors virtually
adjacent to the front of the lot. As a policy, the board has discouraged designs that incorporate service
bays so prominently within the front elevation. Discussion followed as to whether service bays would be
any less prominent if they were rotated 90 degrees, and perhaps be more visible to west- and eastbound
traffic. The openness of the Home Depot parking facility makes this building more prominent, leaving the
east elevation exposed to view. The context of development at this location differs from situations where
builders may have taken advantage of minimal set back requirements.
The board also had reservations about the general appearance of the building. The architectural design
features a shingled mansard along the perimeter of a flat roof. This combination of method and materials
leave the design somewhat outdated. The square appearance of elevations calls for azchitectural relief.
The board recommends that parapets or other vertical elements be added to walls in order to break up the
mansard.
Landscaping plans also need to be reconsidered. There is only one tree proposed within the required front
yazd. A revised plan shall be prepared and resubmitted. The applicants inquired as to when the boazd
would meet again. They intend to revise the proposal in time for the next meeting.
Motion: to continue the review of this proposal until December 7, 1994.

DRB 3018 -PAUL'S AUTO REPAIR
190 S. OLIVE ST.
Wall sign; C-2, Old Towne Districts, Southwest Redevelopment Project Area.
The proposal was presented by Paul Delatorre, who is working with an independent sign maker, and
reconsidering certain elements of the proposal. While the sign maker recommended the "Old Towne"
designation be added to the sign, the applicant and the board agreed that the phrase appeared as an
afterthought.
Motion: to approve the proposal subject to the following conditions:
A) The sign's color will be changed to contrast with the surface of the building. The Snal
color selection will be reviewed and approved by staff, according to Old Towne design
criteria.
B) To eliminate clutter, the "Old Towne" designation will be eliminated.
C) An identical sign, at one-half scale, may be permitted on the south elevation. Colors
will match the primary wall sign.

DRB 3019 -SMART 8 FINAL (JOHN RIX, ARCHITECTRONIX)
1343 E. KATELLA AVE.
Modification to the facade of the former "Builders Emporium" building; C-TR (Limited
Business) District, Tustin Street Redevelopment Project Area.
The board reviewed photographs of existing development with the applicant. The applicant
explained that the former Builder's Emporium space will be subdivided for two tenants. Smart &
Final will take only half the store. The existing lumber and garden yard will be enclosed as retail
space.
The new construction, when combined with the length of this "anchor tenant" frontage add up to a
rather long facade. The azchitectural treatment, as proposed, would result in a rather uniform
application of a false mansard with a file roof. In contrast, the rest of the shopping center has a good
deal of modulation; generally, a much more interesting roof line. The board felt that a "break"
should be created in-between the two new tenants. Greater azchitectural detail should be provided to
ensure continuity of azchitectural themes that are inherent to the rest of the shopping center.
The applicants asked whether modifications could be discussed here, or otherwise proscribed, with
final drawings to be reviewed and approved by staff. The board felt that a greater level of detail
must be addressed. The applicant was urged to prepare one or two alternates for discussion at the
next Design Review Boazd meeting. Plans may be hand carried to the regular session on December
7, if the architect needs more time to work on drawings.
