Revised building elevations for renovation to existing commercial center; C-1 (Limited
Business) District, Tustin Street Redevelopment Project Area.
The board compared revised plans to the proposal that was approved one year ago. An approved landscaping
plan has already been implemented. The applicants were represented by Jim Deitz.
Motion: to approve the project subject to the following conditions:
A) The proposed tower element on the south elevation, at the narrow end of the building that
fronts on Lomita Avenue, shall be expanded in width by no less than six feet, toward the
rear property line.
B) A sign program shall be prepared and submitted for review and approval by the Design
Review Board.

DRB 3009 - BURNETT DEVELOPMENT CORP. -TENTATIVE TRACT MAP 15053

Recommendation to Planning Commission: Tentative Tract Map 15053, Conditional Use
Permit 2088-94. A 160-unit, detached condominium project, gated community with
private entry street; P-C (Planned Community) District.
The applicants were represented by Frank Radmacher and Steven King. Proponents made a general
presentation of the project, which is a single-lot condominium with a detached residential product.
The board identified the following concerns:
• The block wall along Tustin Street (north of the bridge) should be constructed to the same height,
and of the same building materials, as that of the adjacent mobile home park. A landscape setback
should be provided, if there is one at the mobile home park. This portion of the property contains a
sloped embankment along the edge of Tustin Street. A discussion about the applicant's grading
plans followed. Since this is only a conceptual plan, the applicant agreed to provide more
information as the grading plan is developed.
In a discussion concerning the perimeter treatment of the project, the applicant volunteered that a
block wall would be constructed at a consistent height of six feet along north and west property
lines. The developer will provide a "view" fence ,which would include brick pilasters and wrought
iron at the south edge of the tract, along Santiago Creek.
One board member expressed a concern about the minimal amount of space that is proposed
between residential units. Although there are no lot lines, there would be a fence installed to
delineate side yards. The master site plan indicates that some of the buildings would be situated
less than five feet from a fence. Additionally, each residence will have a reflected floor plan of the
residence on the opposite side of the property line. The repetitive use of the same building plans
presents a situation whereby living room windows look into other living rooms. The board
wondered whether a six foot fence would provide adequate privacy.
Mr. King replied that side yards will be reduced to four feet only where there is a garage.
Residential portions of each building would have a five foot setback. The applicant speculates that
the average height of a garden fence will be five and a half feet above the finished floor of each
residential unit. So the only area of concern is for the portion of the building below the top of each
window at 8'-0" and the top of the fence at 5'-5".
Generally the board did not have any other concerns about building elevations or architectural
detail.

DRB 3010 -ANNA FREITAS (KEN ARTHUR)

Recommendation to Planning Commission: Conditional Use Permit 2089-94; two-story
second unit; R-2-6 (Residential duplex), Old Towne Districts.
The applicant was represented by Ken Arthur. The board reviewed photographs of existing development,
as provided with the application. One board member noted that siding appeared to be asbestos shingles,
and asked whether it could be matched. Mr. Arthur mentioned that the garage itself is only two years old.
A Masonite product that was similar in appearance was found to adequately replicate the shingles on the
house. The board felt that something should be done to reduce the depth of the cantilevered extension at the
front of the building. The board would like to see the cantilever reduced to control bulk and mass. The
board also felt that window configurations should be redefined as vertical components, rather than squares.
Motion: to approve the proposal subject to the following conditions:
A) The depth of the cantilever shall be reduced from four feet to no more than two feet.
Since there are no windows on the rear wall of the upper story, and the property abuts a
commercial district, the board recommends that the applicant seek approval of an
administrative adjustment that would allow the rear portion of the building to cantilever
the difference of two feet, or otherwise reduce the building by two feet.
B) Knee braces or korbels will be added to support the cantilevered extension.
C) Single or double-hung wood windows shall be "ganged" together on the front elevation,
so that a more vertical orientation is provided. Windows in front may be separated by
posts, for a distance of approximately 12 to 16 inches, maximum. All new windows
shall be made of wood.
D)
Building elements and materials, including rafter tails, roofing shingles, siding and
architectural colors shall match the existing residence.
E) A landscape and irrigation plan shall be prepared and submitted for review and
approval by the Design Review Board. Final building elevations may be reviewed and
approved by staff, if the project is approved by the Planning Commission.

DRB 3012 -SUE PORTER (NALDO CABANILLAS 8~ ASSOCIATES)
600 E. WALNUT STREET
Master bedroom addition to a single family residence; R-1-6, Old Towne Districts.
Although it is proposed as a single story structure, this bedroom and bath addition looms larger than
the rest of single-story residence. The applicants were represented by Mr. and Mrs. Porter and
Naldo Cabanillas. Mrs. Porter stated that it was her desire to build a lofty, opened-beamed ceiling
within the new master bedroom.
The board felt that roof design was inappropriate extension of the existing residence. There are two
different roof pitches. If the applicant will either lower the ridgeline or raise the bearing walls, the
addition could have the same pitch as that of the existing roof. A "cricket" or "California" framing
will probably be required to control drainage, and would help to integrate the addition with the
existing residence.
Motion: to approve modified building plans subject to review and approval by the Senior
Planner, Historic Preservation
A) The roof pitch shall match that of the existing structure. The applicant shall raise the
bearing walls, or lower the ridgeline accordingly.
B) The roofline of the existing residence shall be modified with a cricket.
C) Building materials, including wood siding, asphalt roof shingles and wood windows,
shall match those of the exiting residence.
