CITY OF ORANGE, COMMUNITY SERVICES DEPARTMENT (JESS GARCIA)
DEPOT PARK (N.W.C. CHAPMAN AVE. & ATCHISON ST.)
Proposed improvements to a park within the Santa Fe Depot Area Specific Plan;
"Open Space -Park" designation, Old To~~~ne District.
The project was introduced by Jess Garcia, and a presentation made by Kurt Buxton from "HRP LanDesign."
Details such as turf, water fountains, and the entry sign were discussed. Staff asked the designer whether lower
light standards could be used. Mr. Buxton replied that it is difficult to find "period" fixtures to satisfy both the
City's development standards and design criteria.
Board members also discussed whether a more direct pedestrian access should be provided to Atchison Street.
Some board members felt that an opportunity has been missed, in that the park will serve as anchor for the
"paseo" that is proposed within the Specific Plan.
Motion: to recommend approval subject to the inclusion of
• Utility fixtures that are historically accurate and
• Extension of an East -West axis to Atchison Street

DRB 3001 - REXCO REAL ESTATE DEVELOPMENT CORP.
629-631 S. GLASSELL ST.
6-unit residential project; R-3; or Residential Multiple-Family District, and Old Towne
District.
Plans were presented by William Uhl, John Waters, and Larry Hauppert. The board reviewed photographs
along this portion of Glassell Street. After a brief evaluation of the neighborhood context, the board concluded
that it had few "problems" with the project.
Motion: to approve the proposal as submitted, c~cept for the following supplements:
A) Landscaping plans shall be modified to include t~~~o additional trees in the front yard; one
at either corner, within patio areas.
B North and south elevations shall include windows (or some other detail) to eliminate blank
portions of walls on the upper level. The board recommends four small square windows,
evenly spaced, on each side of the building.
C) Cantilevered balconies shall include walls built to a minimum height of 48 inches.

DRB 3002 -THRIFTY OIL CO. (BEAU SHIGETOMI & ASSOCIATES)
825 E. KATELLA AVE. (N.W.C. AT CAMBRIDGE ST.)
Building elevations, landscape and irrigation plans for improvements associated
with C.U.P. 1850-90, conversion of service bays to retail "mini-mart" at an auto
service station.
The applicant was represented by Rich Tait (Tait and Associates). The board had some questions about
the band around the upper portion of this building:
• What is the color?
• What is the basic color of the building?
• How will Alucabond material be fabricated at corners?
• What is the disposition of masonry treatment along the base of the building?
Mr. Tait said that the Alucabond is a singular panel that would be extended across the entire width of the
building. Thrifty's corporate color selections are red and white; a red band over a white background. The
site plan indicates that a masonry planter would be eliminated across the front of the building. All other
masonry would remain of a natural color.
Motion: to approve the proposal based upon the content of discussion. The site plan, landscape
and irrigation plans shall be revised according to code requirements, landscape standards
and specifications. Final plans will be reviewed and approved by staff.
