Continued Items - Item 2) DRB 2993 - B.A. PROPERTIES (CULBERTSON, ADAMS & ASSOCIATES) TRACTS 14983, 14984 AND 14985 - "CRAWFORD HILLS" (OR JONES RANCH) Recommendation to Planning Commission concerning building elevations, landscaping plans proposed as modifications to a previously approved residential tract; R-1 and R-2 Districts. The spokesman for this project was Kevin Canning, who introduced representatives from all companies that were related to the development. Mr. Canning provided an overview of the general layout, and more detailed descriptions of entry detail, landscaping plans, and "product type". Cross-sectioned drawings of Crawford Canyon Road were also presented. One of the board members asked how much land vas left in between the edge of Crawford Canyon Road and residential development. The comprehensive plan is of a large scale, but some of the space between building pads and the street is quite restrictive. Mr. Canning replied that these narrow portions would amount to a minimum distance of eight (8) feet between the curb and the garden wall. The board would like to see continuous landscaping planters between the walls and sidewalks. Landscape plans have changed significantly because the grading plans are different where the townhouses and condominiums were once proposed. The slope along the eastern side of Crawford Canyon Road has been eliminated by changes in grading plans that will create a bench for the entire "Cottages" tract with an intermediate slope do«~i toward the "Village". The Community Services staff reported to Mr. Canning that they are concerned about the landscape maintenance responsibility along both sides of Crawford Canyon Road. Mr. Canning replied that while homeowners associations would be responsible for landscaping on the eastern side, the applicant is not proposing a landscape maintenance district or homeowner association care for the western side of Crawford Road. The staff reports that they do not currently have the resources to care for this portion of the project. Another board member was concerned about the minimal space proposed between buildings within condominium developments. Mr. Horace Hogan provided a response. The detached condominium is a relatively new concept. While it is not the same as a conventional single-family residential subdivision, this type of development has proven to be a successful alternative to attached condominium products. The Community Services Department would like to remind the applicant that a previous condition for the development (Tentative Tract 13529) required the developer(s) to provide landscaping along the west side of Crawford Canyon Road and that it shall be maintained by a Home Owners Association or Landscape Maintenance Assessment District. Community Services will require this issue to be resolved prior to the issue of grading and building permits. Wall signs proposed through variance application for height exceeding 24 inches; C-TR, or Limited Business District, Tustin Street Redevelopment Project Area. The board remarked that it appears the "Harvest Buffet" people do not wish to modify their trademark sign to fit the building, although the size of sign has been reduced. While the board considers the sign to be difficult to read --- or somewhat unrefined --- the smaller sign is an acceptable alternative. Since the proposal is not consistent with standards in the sign code, the applicant must submit an application for a Variance before a building permit will be issued. Landscape and irrigation plans for construction of 2 new residential units; R-2, or Residential Duplex District and Old Towne District. Motion: to approve the landscape and irrigation plans subject to the following changes: A) A114-inch pots shall be replaced by one gallon containers. B) The Pyrus trees along Almond Avenue shall be replaced by Magnolia Grandiflora "St. Mary" C) The area within the front yard, at the northeast corner of the site, shall include at least five, 5 gallon plants, in addition to the Frageria. Tall fescue turf tends to grow above 1804 sprinkler between mowing cycles which blocks the spray pattern and results in stress areas occurring in the lawn. • Change Prunus cerasifera 'Krauter vesuvius', Purple Leafed Plum trees along Almond Avenue to designated City street tree, Magnolia Grandiflora "St. Mary", Southern Magnolia (standard). City of Orange Design Review Board Minutes September 7, 1994 Page 7 Item S) DRB 2990 - MICHAELS / LC.I. DEVELOPMENT CORP. 1812 E. KATELLA AVE. Wall signs proposed through variance application for height exceeding 24 inches; C-TR, or Limited Business District, Tustin Street Redevelopment Project Area. The Zoning Administrator will consider the proposal on September 8, 1994. While the board appreciates the difficulty in reading a sign at such a distance as that between this building and the public street, the board considers this proposal to be excessive. The wall sign resembles a billboard. The applicant was represented by Dana Cardone. He stated that Michael's has their standards, and desires that the wall sign be approved as submitted. The board replied that while it may be reasonable to grant exceptions to the rule that limits the height of letters on a wall sign, it does not approve any attempt to exceed the maximum area that is permitted by code. The size of the retail space makes this a major tenant, and the underlying element is large enough to receive a bigger sign, but not to the extent that is proposed. The applicant was asked to revise plans and submit them for review at a later date. The applicant replied that he would rather obtain a final, conclusive decision. The board replied that the Design Review Board ordinance allows the flexibility to appeal either a continuance or a denial. SHIELDS (R.C. COLIN CO.) 433 E. LA VETA AVE. Second story addition, other modifications to garage for a single family residence; R-2 and Old Towne Districts. The board generally determined that this proposal needed "to be re-studied". The second story is overwhelming on such a small building. The board discussed a number of solutions that would reduce the bulk and mass of the structure, including: reducing the floor area, lowering the ridgeline, adding windows and trim that would divide the monolithic appearance of the structure. (NEWPORT FWY. AT NOHL RANCH RD.) "Freeway sign" proposed at an auto service station, and a modification to the existing sign, limited to include new price sign; C-TR, Limited Business District, Tustin Redevelopment Project Area. The Planning Commission will consider this proposal on October 17, 1994. The board had questions about ordinance requirements that pertain to this proposal. Staff briefly discussed the provision that allows "freeway signs". In addition to any freestanding sign that is permitted by code, a business that is within 1/8 mile of the freeway may apply for a Conditional Use Permit to allow increased height and display area to no specific limitations. The applicant has proposed a sign to height of "up to 100 feet" and a display area of approximately 164 square feet. The ordinance further states that an applicant should demonstrate a need. The applicant was represented by Bob Fiscus. The board asked whether visibility was a problem at this location. Is the property lower or higher than the freeway? Mr. Fiscus was unsure, but felt that there were a number of other factors that complicated visibility including the nearby freeway interchange, the terrain, and the bridge over Lincoln-Nohl Ranch Road. The board also noted there is a legal non-conforming sign at the entrance to the site. It is substantially taller than the City's current 15 foot height limit. Motion: Should the Planning Commission approve the request, the board recommends the following conditions: A) Existing wall signs on the service station's chimney element will be removed, as volunteered by the applicant. B) The board suggests that any new sign should not exceed the height of the existing sign, or should otherwise be limited to a height of 30 or 40 feet. (The applicant states that Chevron is not necessarily proposing a 100 foot high sign, and may be willing to compromise.) C) The face (or amount of display area) should be reduced in proportion to the sign's height. City of Orange Design Review Board Minutes September 7, 1994 Page 12 Item 10) DRB 2998 - SOUTHLAND CORP., 7-ELEVEN STORE NO. 26764 4427 E. CHAPMAN AVE. (N.W.C. AT HEWES ST.) Wall sign; C-1 District, El Modena-Chapman Avenue Improvement Plan. During the Administrative Session, the staff pointed out that the site is located within the East Chapman-El Modena improvement planning area, which has specific architectural guidelines. The board reviewed photographs of the existing development, noting that the building is part of shopping center with a comprehensive design that was intended to satisfy those guidelines in the El Modena plan. The application was presented by Kimber Clark and Tony Steenolsen. The board's first comments were that this was a "generic plan". It does not fit the building. Plans were prepared from an office in Georgia, without reference to existing construction. The board further discussed El Modena guidelines with the applicant's representatives. Mr. Steenolsen was unaware that this building was located within a thematic area. The board recommends that the proposed sign panel be limited in vertical dimension to the space between horizontal accent bands, which are raised approximately 2 to 4 inches from the building. The horizontal dimensions should also be limited to the distance of the space over existing windows. MILLHOLLIN, G.C.) 144 S. CAMBRIDGE ST. Proposed front porch enclosure; R-l, Old Towne District. The board briefly reviewed plans with the applicants, as they were somewhat difficult to understand. The Altendorfs were present and were assisted by Robert Millhollin, their contractor. The board also reviewed photographs of the existing structure. It was explained that the board often required design and construction of a front porch for all residential projects in the Old Towne District. Old To~ine design guidelines require that the board consider "details and historic character of the architectural grammar" and "entranceway treatments". Approval of this proposal would be inconsistent with those goals. The applicants asked whether this meant their proposal was being denied. The board replied that the proposal may be approved if modified to architectural detail that defines the front entry. The existing porch may be enclosed if the applicant were to propose a roof extension, new columns and a landing, so long as the set back requirement and design criteria can be sustained. The application was presented by John Killen and Dave Closson. Staff reported that the focus of review was to satisfy requirements contained within a specific condition of the tract's approval. The board asked whether the applicants intended to do a tree survey. Mr. Closson replied that some of the trees would be saved along the south edge of the project site. The board also expressed concerns about dual fencing that may occur along the southern property line, where existing home owners may have individual fences adjacent to a planned chain link fence. The Planning staff expressed a desire to review a more comprehensive proposal. This plan does not fully address requirements contained within the condition of approval. The proposal is therefore incomplete. The Community Services staff reports that they have a number of issues they would like to discuss with the applicant before landscaping plans are approved. The applicants report that their planting palette may be changed as a result of negotiations with the County of Orange. The board informed the applicants that a more detailed plan should be prepared and submitted for review. No motion was made and no action taken. Staff Recommendations & Requirements Prior to final approval of this conceptual planting plan the Community Services Department requests the applicant meet with City staff to discuss and negotiate the following: A. Creek Channel Improvements B. Landscaping and Irrigation C. Establishment of a Landscape Maintenance District (LMD) D. Developer agreement for park land dedication or fees in lieu of land E.
