Item 2) DRB 2985 -TRINITY EPISCOPAL CHURCH

Referral by Planning Commission, regarding Conditional Use Permit 1690-88: requirement
that an existing modular unit be screened from view from adjacent residential development;
R-1, or Single Family Residential District.
The applicants were represented by the Reverend Virginia Erwin and an assistant. An adjacent property
owner -Don Kossler -was also present.
The board opened discussion with an opinion that newly planted (Crape Myrtle) trees would not provide an
adequate barrier within an acceptable amount of time. These trees should be used elsewhere on the
property. The applicant should consider a faster-growing species at this location.
The church suggested that a trellis be installed to promote the growth of vines, or that a common garden
wall be increased in height. The board (and staff) replied that the existing fence may be limited to its
current height by (1) a foundation and construction materials built to minimum specifications for the
current height and (2) a maximum height limit of 6 feet for a garden wall located in a side or rear yard
within a residential district.
The board asked Mr. Kossler whether he had a preference. He liked trees. There were several large trees
on the property in the past, which have recently been severely pruned or otherwise destroyed. The board
agreed that larger trees were necessary to lessen those visual impacts experienced by neighbors.
Motion: to require that landscaping materials be changed to provide adequate screening from the
adjacent residential property.
A) 3 existing Crape Myrtle trees, located between the modular office unit and the rear
property line, should be relocated, or removed;
B) 2 Ficus benjamina trees shall be planted at the same location, midway between the
building and the garden fence.
Ficus trees shall be planted from a 24-inch box, at a minimum size of 7 feet high and a 5-
foot spread (diameter at crown).

TRACTS 14983, 14984 AND 14985 - "CRAWFORD HILLS" (OR JONES RANCH)
Recommendation to Planning Commission concerning building elevations, landscaping
plans proposed as modifications to a previously approved residential tract; R-1 and R-2
Districts.
The staff reported that the applicant would not be present for the meeting, and requests a continuance until
September 7, 1994. Since plans have already been distributed to board members, and 4 weeks will pass
before the neat meeting, the board was asked whether any issues or concerns to be identified as topics of
discussion.
Questions and observations include the following:
A) Will the project be a gated conununity`? Tract boundaries indicate that streets will flare at entries on
Crawford Canyon Road and Chapman Avenue. Will the developer build according to previously
approved plans for guard houses, hardscaping and landscaping treatment, etc.?
B) Grading plans are substantially different at the location of Tentative Tract 14984 ("the Cottages"), as
compared to landscape plans approved (by DRB) in 1990. Since the tract would be constructed on a
singular pad, rather than a basin, there is less of an embankment to be landscaped along Crawford
Canyon Road, and therefore a lessened opportunity for buffering the development.
C) Concern is paramount for treatment of development along Crawford Canyon Road. Landscaping,
fencing plan, and street improvements should help maintain a rural atmosphere.
D) Units within "the Cottages" are extremely close together. 2-story, block-like buildings contain windows
that look out upon other units, and the minimal space in between units. Construction techniques
employed on "zero lot line" and "zipper" lot subdivisions might serve the development better.
Motion: No motion was made and no action taken; the board will continue the review of this item
until Wednesday, September 7, 1994.
Staff Recommendations & Requirements
Submit final landscape and irrigation plans per ordinance and Design Review Board guidelines.
Plant palette: The use ofPvrus kawakamii, or "Evergreen Pear," as a small domed flowering accent
tree is not recommended, since it is highly susceptible to Fireblight Disease. Staff suggests the
selection of Pyrus calleryana species, which are more disease resistant.

• Provide city parkway trees along Crawford Canyon Road:
Species: I.agerstroemia indices, 'Redfern' Crape Myrtle
Size: I S gallon standard (minimum)
Spacing: 4~ feet o.c. (maximum)
Staking: One 3" lodge pole, 2 each corded tiro ties
Root barrier: Deep Root Corp., or equivalent
Provide landscape notes as required by Community Services Department (see attachment).
• Any irrigation crossings under roadways shall be shown on street improvement plans to be submitted
for review and approval by the Department of Public Works.
Landscaping plans for open space and sloped areas must comply with Fire Department fuel
modification requirements.
• All irrigation systems shall be designed with only one P.O.C., per Water Department requirements.
• Landscaping within tract boundaries shall be maintained by a Homeowners Association.
• Indicate recreation trails on plan per Recreation Trails Master Plan. The developer will construct the
trail per city standards.
The applicant should be aware that a previous condition for the Crawford Hills development (Vesting
Tract Map 13529) required the developer(s) to provide landscaping along the west side of Cra~~ford
Canyon Road, and that it shall be maintained by Homeowners Association, or Landscape Maintenance
Assessment District.
