New Proposals - Ifem 2) DRB 2992 - BISCO INDUSTRIES (CARL MARKHAM SIGNS) 704 WEST SOUTHERN AVENUE Proposed new freestanding sign for an existing industrial development in the M-2 (Industrial District) zone. SALTZER, M.D. (DOUG MARTIN ASSOCIATES) 250-264 S. TUSTIN ST. (NW CORNER AT WASHINGTON AVE.) Medical-professional office building; O-P (Office Professional District), Tustin Street Redevelopment Project Area. The project architect, Doug Martin, presented several alternate site plan layouts having the driveway access off Tustin Street. The new site layouts resulted with loss of on-site parking spaces and created other traffic and circulation problems. Mr. Bernie Dennis, City Traffic Engineer, was present at the meeting and concurred with the applicant. Given the type of uses allowed under the OP (Office Professional) zone, the proposed medical office is not expected to generate a high volume of additional traffic. After reviewing all the alternative site plans with the project architect, it was concluded that the original plan as proposed, with access from Washington Street, would be the most desirable. If the neighbors are still concerned with street parking, there are various methods to resolve this problem such as time restricted street parking, neighborhood permit parking programs, etc., that are available if needed in the future. Several members in the audience who were concerned with this project also spoke in support. The board again stated that they based their decisions on design and aesthetics, not on traffic and parking issues. The project as submitted merits approval. The board also commended the architect for his patience and efforts in working through so many meetings with the DRB, staff and the neighbors. A job well done by the architect. Motion: to approve the project subject to the following conditions: 1. The applicant continue to work with traffic staff to resolve any issues of street parking. 2.
