New Proposals - Item 1.75) DRB 2984 -EUGENE I. SALTZER, M.D. (DOUG MARTIN ASSOCIATES) 250-264 S. TUSTIN ST. (NW CORNER AT WASHINGTON AVE.) Medical-professional office building; O-P (Office Professional District), Tustin Street Redevelopment Project Area. Several of the neighbors had returned to reiterate their concerns as discussed in the previous meeting. Bernie Dennis, City Traffic Engineer, was also present to discuss the driveway location issue. Mr. Dennis stated that he would not have a problem with the driveway being on either street, however, Washington Avenue would be preferable. In regards to the issue of increased west bound through traffic on Washington Avenue, location of the driveway would not make a substantial difference. In fact, having the driveway on Washington Avenue may have less of an impact than on Tustin Street. The board stated that based on the design of the project as submitted, they are ready to approve it. However, if the applicant wishes to look at alternative solutions, the board would continue this item to the next meeting. The project architect, Doug Martin, concurred with the board to continue this item for further study of alternative site layouts. City of Orange Design Review Board Minutes July 20, 1994 Page 3 Item 2) DRB 2986 -ALLEN ANTOYAN (EBTA ARCHITECTS) 1044 W. KATELLA AVE. (WEST OF BATAVIA ST.) Recommendation: Conditional Use Permit 2074-94, Variance 1975-94; a self- serve, coin-operated car wash on a triangular parcel in the M-2 (Industrial) District, Northwest Redevelopment Project Area.. Motion: to recommend approval of this project to the Planning Commission with the following conditions: 1. Trees along the southeast property line (adjacent to the flood control channel) shall be upgraded to minimum 24 inch box. 2. Provide hedges (5 gallon minimum, 3 feet on center) in the planting areas along the front property line. 3. Provide an additional tree in the west planting area adjacent to the carwash bays. 4. Provide street trees as required by Community Services Department. 5. City of Orange Design Review Board Minutes July 20, 1994 Page 4 Item 3) DRB 2987 - ST. JOSEPH HOSPITAL PEPPER ST. & LA VETA AVE. (1110 W. STEWART DR.) Emergency room addition to existing hospital; P-I (Public Institution) District. The board inquired as to whether this would tie in with the overall hospital renovation and expansion. The board recalls the recent review of hospital project such as the new pedestrian bridge and the facade renovation. The applicant stated that although these projects are handled by various different architectural firms,each part would be consistent with an overall master plan with similar design elements and finish materials. The landscaping plans would be done by a single landscape firm for the overall hospital site. The board express concerns with the retaining wall at the ambulance entrance area being built abutting the sidewalk and not allowing for landscaping area. The applicant responded that the drive aisle is already narrow (approximately 23 feet) to accommodate for two ambulances side by side. (City standard requires 25 foot wide minimum for 2-way drive aisle.) The applicant agrees to study this and try to set this wall back to allow for a planter. Motion: to recommend approval of this project to the Planning Commission with the following conditions: 1. Provide a minimum 2 foot wide (clear) landscaping planter between the outer retaining wall and the sidewalk (property line) at the new ambulance entrance area. 2. TUSTIN ST. Replace freestanding sign, wall signs at car .wash; C-TR (Limited Business) District, Tustin Street Redevelopment Project Area. TUSTIN ST.. Replace wall signs on auto service building; C-TR District, Tustin St., R.P.A. DEVELOPMENT CORP. 1602-1612 E. KATELLA AVE. (S.E.C. AT TUSTIN ST.) Revised plans for modifications to the shell of a 36,000 square-foot retail building; C-TR District, Tustin St., R.P.A. (Prior D.R.B. Application No. 2959) One board member commented that the proposed building and trim colors seem rather dull, however, there would be no objection to the use of these colors. The board inquired as to whether a landscape planter can be added along the base of the west building elevation in front of the parking stalls. The board also noticed that several trees in the planting areas fronting Katella Avenue needs to be replaced. The applicant responded that the proposed colors were chosen by their prospective new tenant (Michael's -art & craft store). As to the addition of a landscaping planter along the west elevation, it would not be feasible because there are already moisture problems at the base and footings, and consequently, adding a planter would likely worsen this condition. The applicant agreed to replace the trees along the Katella Avenue frontage. Motion: to approve the project subject to the following conditions: 1. The roof cornice detail shall be carried back at least 20 feet from the front of building. (The submitted plan shows the cornice detail running the entire length of the east building elevation. This was drawn in error.) 2.
