Building elevations and planting plan for the approved expansion of a Lucky's
supermarket, and an ancillary fagade renovation for the existing multi-tenant
commercial spaces. C-1, Limited Business District.
The plans were presented by Michael Heinrich and Curt Joyner. The board asked Mr. Heinrich
to demonstrate the differences between this and the preliminary proposal.
The applicant replied that modifications to plans are consistent with comments that the board
made during preliminary review. The supermarket's north elevation has changed, lines are
shown to fill blank spots on the east elevation (with corresponding wells shown on the
landscaping plan) and columns have been added to north and west elevations of the multi-
tenant commercial building. The board concluded that these modifications are sufficient.
Motion: to approve the final building elevations as submitted. Final landscape and
irrigation plans may be reviewed and approved by staff. (After approval by the
"Ad Hoc Tree Committee").

Facade alteration for the ground floor of a building in the Plaza Historic District; C-
1, or Limited Business District, Southwest Redevelopment Project Area.
The board had several comments that were intended as advisory. The applicant should check
with the Health Department to determine whether regulations will allow an open storefront so
close to a food storage and preparation area. On the basis of prior experience with Health
Department regulations, one board member felt that the kitchen area will probably have to be
isolated to keep insec#s out.
Additionally, the staff and the board had concerns about a forthcoming seismic retrofit project
that might affect the appearance of the building, if left open. The building's owner has
obtained approval of plans to install a "moment frame" just behind the masonry fagade. There
were some doubts that the structural elements could be effectively concealed when integrated
with the proposed open front. The staff also cited Secretary of Interior guidelines for buildings
on the National Register of Historic Places, suggesting that face of a historic building should
be treated as a plane, whereby existing storefronts should be maintained along the edge of the
sidewalk.
The board commended the applicant for an attempt to enliven the public right-of-way.
However, the board feels that the project should remain consistent with the Interior Secretary's
guidelines.
Motion: to approve the proposal so long as fixed, divided-light glass panels are aligned
with the wainscot and posts adjacent to the sidewalk. The doorway may be
recessed, as originally proposed. Final plans may be reviewed and approved
by the Senior Planner, Historic Preservation.

DRB 2980: ORANGE COUNTY ALTERNATOR, INC.
(HYMES PETERS ARCHITECTS, INC.) 1922 N. MAIN ST.
Industrial building addition; M-2 District, Northwest R.P.A.
The proposal was introduced by Randall Jepson, architect, and Alan Evanson, owner of the
business.
Motion: to approve the proposal subject to the following conditions:
A) Landscaping shall be provided at the northwest comer of the parking lot, in
surplus area between the last parking space and the wall of the proposed
addition.
8) Trees shall be provided within diamond wells, to be installed at the "head end"
of parking spaces; two within the center of the parking lot, and another two
along the northern property line.
C) A final landscape and irrigation plan shall be prepared and submitted to staff for
review and approval.
D) The required trash enclosure shall be recessed within the building, with direct
external access provided as suggested during the meeting by Mr. Evanson.

DRB 2981: '°ORANGE PARK HEIGHTS" (MILT GALBRAITH)
GRUEBEL CO./LIM CHANG 8° ASSOCIATES
340 N. NEWPORT AVE.
Recommendation: senior housing development proposed in a C-1 District,
through Conditional Use Permit 2064. Planning Commission hearing is scheduled
for July 6, 1994.
An extensive presentation was made by Jeny Gruebel and Milt Galbraith. The board had
several questions about the opportunity for public review and comment, grading plans, the crib
wall located at the rear of the project, and other related issues. Mr. Gruebel indicated that the
adjacent homeowners association will support -the proposal, since the rooftops will sit below
the pad elevation of each residence. Mr. Gruebel also stated that the project will be designed
with a rooftop that is residential in character, including tiled roofs and no exposed mechanical
equipment.
Motion: to recommend approval of preliminary building elevations and landscaping
plans. Amore detailed final proposal will be submitted for review and approval
by the board.
