DRB 2640 ORANGE COUNTY RESCUE MISSION JIM PALMER 367 SOUTH LEMON STREET Request for a revision to approved plans to omit river rock exterior covering on the Porte cochere/trash enclosure on a group home in the Old Towne District. (No plans were submitted. The applicant will present photographs of the new building at the meeting.) This item was withdrawn at the applicant's request, and may be considered again on May 18, 1994. Regular Session - 5:00 p.m. City of Orange Design Review Board Minutes May 4, 1994 Page 2 Final Items - Item 3) DRB 2946 SUPERSPORTS, INC., GOLF DIVISION/ORANGE UNIFIED SCHOOL DISTRICT 2190 CANAL STREET (N.W.C. AT MEATS AVE.) Final landscaping review for a new recreation center at the former Peralta Junior High School site approved under Conditional Use Permit 2050-94. The applicants were represented by Kent Hawkins and Pete Dilallo. The applicants were asked if they were aware that no irrigation plan was submitted with this proposal. Mr. Hawkins replied that he wanted to be sure the planting plan was acceptable before irrigation plans were completed. The board expressed much concern about plant material and locations at a previous hearing. There is an existing irrigation system that serves the entire 20 acre site. The applicant will modify only the "laterals", and the existing hydraulic (manual) controls will be replaced with an electronic (automatic) system. The board also noticed that the surface of the pedestrian access path was not specified. (See plan at northern and western property lines.) The applicant reports that decomposed granite would be used for that portion of the path west of Northmberland to Meats Avenue. East of Northumberland,the access path is already paved. Pavement would be retained so that maintenance equipment and golf ball recovery tractors have access to the fairway. Finally, the board suggested (and the applicant agreed) that the planting plan be modified so that larger trees are redistributed to the perimeter. Motion: to approve these final plans with the following revisions: A) Planting plan shall be modified so that 24 inch box trees are used along the perimeter of the site. B) Cupena trees shall be changed to Bradford Pear along Meats Avenue. C) Eucalyptus trees will be added along the northern edge of the fairway, immediately south of the netting. Minutes May 4, 1994 Page 3 Item 4) DRB 2970 RICH ROBERTSON RUSSELL W. TOEPFER -ARCHITECT 477 S. ORANGE ST. Proposed 2-story second unit in the Old Towne District. (Request for a recommendation to the Planning Commission under Conditional Use Permit 2068- 94). The applicants were represented by Mr. Toepfer, Mr. and Mrs. Robertson. The board reviewed photographs of existing development on the property, and notes that wood siding, window trim, the roof pitch, and rafter tails adequately resemble construction of the existing residence. The board expressed some concern about the arrangement of building elements near the entrance of the proposed second unit (see west elevation): a sun deck supported by spindly legs, a see-through staircase that extends beyond the dining nook, which in turn, is an extension of a cantilever on the second level. Nonetheless, the board determined that this elevation is viewed primarily from the existing residence, and less of a concern. The board also discussed a preliminary landscaping plan, suggesting that tree wells be added between the back of the garage and the rear property line, one between garage doors and another near each of the comers of the building. The applicant replied that none of his neighbors have landscaping at the rear of their properties. The board's response was that, as a policy, similar developments have been required to provide landscaping where the space is available between new development and public alley. Motion: to recommend approval of the project subject to the following conditions: A) The sectional garage door shall be made of wood, rather than aluminum or steel panels. 8) The paved area that is originally proposed between the new structure and the public alley shall include three wells for trees, as indicated upon plans on file with the Community Development Department. LEMON ST. Proposed new detached 2 car garage for an existing single family residence within the Old Towne District. Mofion: to approve the proposal subject to the following conditions: A) Wood siding shall match the existing residence in proportion, depth and scale. B) The garage door shall be re-designed to eliminate horizontal siding. The garage door should include a panel treatment. A modified plan shall be prepared and submitted for review by the Senior Planner, Historic Preservation. A wooden door is required. C) A concrete driveway must be provided in order to satisfy code requirements. CHAPMAN AVE. Proposed new freestanding sign for an existing multiple tenant Commercial/Industrial complex within the Old Towne District. (Variance 1970-94 is scheduled for a public hearing on May 12, 1994 before the Zoning Administrator to consider waiver of sign requirements.) The presentation was made by Bruce Parsons. The staff informed the applicant that development of an adjacent parcel, (to the west) might one day obscure visibility of the proposed sign. Old Towne Design Guidelines require that the building be situated adjacent to the front property line. Staff therefore recommends that any new sign be situated on the opposite side of the driveway, if possible. The board identified many conflicts with Old Towne Design Guidelines. The proposal is not consistent with the subtle color palette that is recommended, maximum limitation on the height and size of the sign, building materials and methods of (internal) illumination, which is specifically prohibited. Ordinarily, the board might recommend adjustments that would make the proposal more conforming. However, this plan represents an attempt "to bend the rules in every conceivable way." One board member suggested that the applicant consider wall signs on either side of the freestanding building. Discussion about the process ensured.. Since the proposal is linked to a variance application, it is difficult for the board to suggest an appropriate alternative. The Zoning Administrator will determine whether the application is justified, and it is difficult for the board to determine which of the standards should be compromised. Since the applicant did not volunteer to revise the plan, and the Zoning Administrators hearing was only eight days away, the board was under the impression that this was their only chance to act upon this application. MAYFAIR AVE. (N.W.C. AT SHATTUCK ST.) Proposed new replacement freestanding sign for an existing school facility. Motion: to approve the proposal subject to the following two conditions: A) The applicant will agree to remove the diagonal copy at the lower comers of the sign, in order to reduce clutter. AT PEPPER ST. Proposed pedestrian bridge overpass across La Veta Avenue connecting between St. Joseph Medical Plaza to the south and parking lot to the north.. The board expressed some concern about the precedent that would be set by the approval of this project. The staff reported that the overcrossing is actually a requirement of the Public Works Department, and related to approvals of the sub-division of property and previous developments. The applicants were represented primarily by Dell de Revere and James Brennan. St. Joseph's Hospital would rather these two facilities be connected by a tunnel beneath La Veta Avenue. Unfortunately, existing underground utilities, including a major storm drain, and sewer main, make construction of a tunnel impossible at this location. Since the hospital and the out-patient building have individual and adequate parking facilities, the overpass would be used more by doctors and medical staff. than by patients and the general public. Mr.de Revere discussed the structural design. He stated that the structural engineering has not been done yet. While the board felt that the proposed design was generally acceptable in plan view, the designer should reconsider some of the more subtle aspects of the proposal. Rib-like, upright elements should be flush with the lower horizontal surface of the concourse, much the same as horizontal and vertical elements are flush within the existing "Pavilion". The upper, horizontal spandrels should be recessed to a depth of 4 inches, or so. In regard to landscaping plans, an irrigation plan must be prepared and submitted. Landscape material shall also be sized on the planting plan. Motion: to approve the proposal as a preliminary plan. A final submittal is required.
