1994-04-20 Final DRC MinutesCity of Orange Design Review Board MINUTES Conference Room "C" Wednesday, April 20, 1994 Board members present: Robert Hornacek, David Kent, Steven Prothero, Beau Shigetomi and Erika Wolfe Staff in attendance: Jim Donovan, Howard Morris and Dan Ryan Administrative Session - 4:00 P. M. Item 1) Review the minutes for a meeting held on April 6, 1994, and preview applications on this agenda. A request was made on behalf of the applicant to modify Item 2, letter D, to eliminate the voluntary statement that turf block would be utilized for the emergency access road. The applicant is actually proposing a decomposed granite surface. The board expressed some concern about the instability of sub-soil under decomposed granite. Vehicle tires will create ruts in the surface. The Community Services staff reports that they have developed a standard for decomposed granite service roads that requires a minimum gravel base of 4 to 6 inches. If the applicant agrees to observe this standard, the board will allow the use of decomposed granite. In regard to Item 8 (DRB 2965), the staff is reminded that the applicant and the board agreed upon a wall sign that would be painted on a wood surface, surrounded by a border, and mounted to the side of the building in the same location. Final Items - Item 2) DRB 2961: TRACT 14855; PACIFIC RIDGE PARTNERS PERALTA HILLS- SOUTH OF VIA ESCOLA, WEST OF LOMA ST. Building elevations, landscape and irrigation plans for amulti-family residential project; P-C zoning classification; "Southridge" Planned Community. The applicant was represented by Bill Wolsborn. The board asked the applicant to indicate which of the elevations pertained to each of the buildings shown on the site plan. The applicants have also provided a cross section of Via Escola to indicate the amount of landscaping that would be provided between the sidewalk and the perimeter wall. The board also inquired as to the proposed surface of the Fire Department's access road. The applicant replied that decomposed granite would be used, and the road could be installed to the specifications of the Community Services Department (as well as the Fire Department). Mr. Wolsborn confirmed that tempered glass would be used within sound walls, rather than Plexiglas. The board made some suggestions about the entry ways for buildings B and C. Basically, the board felt that overhead clearance was somewhat excessive, and horizontal elements could be increased in bulk and mass, to reduce the scale of this element of the buildings. The board stipulates that the suggestion is intended as a constructive one. The plans need not be revised, if desired. HOLDINGS /MERCER CONSTRUCTION CO. 1602-1612 E. KATELLA AVE. (S.E. CORNER AT TUSTIN ST.) Revised building elevations, color scheme and planter plan for the renovation of a large (36,000 square-foot) retail building; C-TR, or Limited Business District, Tustin Street Redevelopment Project Area. This item was erroneously placed on the agenda by staff. The applicant has requested that the proposal be withdrawn until revised and submitted for review at a later date. City of Orange Design Review Board Minutes April 20, 1994 Page 4 Item 4) DRB 2966: I.C.I. HOLDINGS / MUSIL PERKOWITZ RUTH, INC. 2512-2642 E. CHAPMAN AVE. (S.E.C. AT YORBA ST.) Recommendation: building elevations and preliminary landscaping plan associated with Variance 1968 and Environmental Statement 1455; the proposed expansion of a Lucky's supermarket, and an ancillary fagade renovation for the existing multi-tenant commercial spaces. C-1, Limited Business District. The applicants were represented by Carole Belle and Michael Heinrich, project architect. The staff delivered a brief presentation about the project. The applicant proposes to increase only the existing supermarket, although substantial revisions are proposed to the facade of the multi tenant commercial building's shell. Signs are not a part of this proposal. The applicant will submit a sign program at a future date, if the project is approved. A variance is requested because the proposal does not have adequate parking or landscaping, according to Orange Municipal Code requirements. During staff's site plan review, the City Engineer determined that a dedication of property would be required for improvements in the public right-of-way. The applicant's site plan has been revised, and now includes more landscaping than originally proposed. The project would also require relocation of an existing ficus tree. Ms. Belle explained the economic goals of the project. Essentially, Lucky's feels that the store must be expanded if they are to remain competitive. The existing facility is somewhat antiquated, and substantially smaller than newer supermarkets in the vicinity. Mr. Heinrich presented colored elevations and building material samples. The new facade would incorporate a good deal of genuine slate, when finished. The architectural intent is to subdivide the existing monolithic forms by integrating "village" design elements. Relocation of the ficus tree was also discussed. The applicant has a contract with an arborist that has experience in transplanting large trees of this species. The contractor would excavate a trench, box and prune the root base, and slide the tree along rails to its new location. The job would be bonded for a period of three years to ensure that the tree survives. Landscaping plans will include the same species of tree at the west entrance of the shopping center, on Yorba Street. The board identified two general concerns about proposed elevations: • Supermarket walls are somewhat bleak on the north- and west- facing elevations. • The "village" concept is difficult to read on these elevations. After some discussion with the applicant, the board suggests that final building elevations are prepared to satisfy the following comments, if the project is approved. A) Some attention is required where the four panels comprise a western facade for the proposed supermarket expansion. The applicant will erect a trellis between each of the columns, and a narrow (2'-0" approx.) planter will be provided along the foundation. Vines will be planted and trained to grow upward. B) Illustrative renderings suggest a depth of shadow within the supermarket's north elevation. These elements should extend at least 8 to 12 inches in base relief, on final elevations. Additionally, these architectural elements should be extended above the roof line, to compliment the "village" concept for the multi- tenant commercial building. C) "Village" elements for the multi-tenant center must be reconsidered. The board expressed some reservations about the integration of this theme with the existing architecture. There is some modulation to the existing structure, where the roof is designed as a horizontal block that overhangs glass store fronts. Essentially, the building already has an exaggerated roof that was designed during a different era, and the board is concerned that new elements would make the building appear top heavy. The problem is especially apparent at the west (end) elevation of the multi-tenant building. The board recommends that vertical components be extended down to grade, although the applicant states that they wish to avoid the creation of compartments, or partitions along the walkway. D) Building elevations and landscaping plans shall be prepared and submitted for final review, if the project is approved. A sign program is also required. City of Orange Design Review Board Minutes April 20, 1994 Page 7 Item 5) DRB 2967: DOLLAR RENT-A-CAR / C & C SIGNS 1108 E. KATELLA AVE. (WEST OF CAMBRIDGE ST. AT CALIFORNIA DR.) Wall sign that is not consistent with an adopted sign program; C-P, or Commercial-Professional District. The applicant was represented by Chris Canzone, who briefly explained the proposal. The board replied that they could not accept a wall sign proposal that extends beyond the wall of the building. Furthermore, a "can" sign would not be appropriate for this shopping center, which has a sign program that requires individual channel letters. The board suggested two alternatives that would combine individual channel letters with a smaller "can" sign to portray the corporate logo. As a policy (and as part of the approved sign program), the board will accept smaller cabinet signs that are used for the logo so long as the area does not exceed 25% of the wall sign's area. Motion: to continue the review of this proposal until plans are revised and submitted for review at a later date. The applicant has the option to prepare a revised proposal that meets all criteria of the existing sign program. TUSTIN ST. (NORTH OF WALNUT AVE. AT ROSE AVE.) Freestanding sign, wall signs for an existing retail building; C-1, or limited Business District, Tustin Street Redevelopment Project Area. The applicants were represented by Bruce Patterson and Ken Meany. The applicant explained the history of the project, and claims the building suffers from a lack of visibility. The west elevation faces Tustin Street. Because the design of the building, there is no space for a wall sign here. The elevation is primarily comprised of glass windows and a sloping roof. The board informed the applicant that the wall signs were larger than what is otherwise permitted by code. Furthermore, the board feels that clipped corners do not comprise a building elevation. The applicant is limited to one sign per building elevation, and the building already has substantial signage on north and south elevations. The board feels that the applicant will benefit greatly from the proposed freestanding sign, and recommends that the height be increased, if the code will allow it. The staff replied that the applicant could obtain an administrative adjustment permit to increase the height of the sign by two feet. However, an opaque background is required. The applicant and the board further discussed alternative wall signs. The applicants took the opportunity to express some frustration about a conflict between sign code regulations and his desire to advertise. The board suggests that the applicant simply follow the code as a guide in making any revised proposal for wall signs. Motion: to approve the freestanding sign, so long as it contains an opaque background and the building's address. MEATS AVE. (BETWEEN TUSTIN ST. AND S.R. 55) Recommendation: Conditional Use Permit 2066-94. Multi-purpose building proposed as an expansion of a church; R-1, or Single Family Residential District. Motion: to recommend approval of the building elevations as submitted.
