Item 1) Review the minutes for a meeting held on March 16, 1994, and preview applications on this agenda. NORTH OF WALNUT AVE., EAST OF PROSPECT ST. Revised proposal for a single family residential development that was approved on September 8, 1993; R-1-6, or Single Family Residential District. Plans were presented by Tom Grable, who compared this proposal to previously-approved plans. The project was substantially revised and a new site plan approved by the Planning Commission. Motion: to approve building elevations and landscaping plans as a final submittal, subject to modifications that will be coordinated with staff. Construction documents shall indicate: A) Maintenance agreement according to requirements of the project's conditional use permit. B) Separate irrigation systems shall be provided for the Prospect Street meridian, and for the tract's perimeter landscaping. C) Clivia shall be eliminated from plans, unless proposed in shaded locations. D) The "all-weather" surface of the emergency access road (onto Gravier St.) must be specified on plans. Revised building elevations, color scheme and planter plan for the renovation of a large (36,000 square-foot) retail building; C-TR, or Limited Business District, Tustin Street Redevelopment Project Area. The applicant requests that review of this item be continued until April 20, 1994. Building elevations, landscape and irrigation plans for amulti-family residential project; P-C zoning classification; "Southridge" Planned Community. The project was presented by Bob Mickelson (consultant), Bill Wolsborn (Architect) and Sam Wade (Landscape Architect). The board felt that plans are generally adequate, although much of the project's elevations were not submitted for review. Another concern was for the ultimate width of the landscaped area between the public right of way and the perimeter wall. The planter will be somewhere between 4 and 6 feet wide. The exact location of the wall could determine whether implementation of the landscape plan is feasible. The apartment project's perimeter would have a sound attenuation wall with tempered glass installed atop a lower "pony wall." He indicated that Plexiglas panels should not be used. The board replied that tempered glass would be required, as plastic panels are subject to abrasion and discoloration over time. Motion: To approve what plans have been submitted, as submitted, but to require a complete submittal of building elevations for final review. Discussion was based upon code requirements concerning maximum height that is permitted, and the elimination of background lighting. Proposed single family residence in the "Hidden Creek" subdivision (Ref.: C.U.P. 1686-88, Environmental Impact Report 1207; mitigation measures); R-1 District. A presentation was made by Mr. Cohen, who proposes the project as "owner-builder." The staff explained requirements of the tract's conditions of approval, and mitigation measures that require special attention. Mr. Cohen also provided documentation of an agreement with a certified arborist, who will provide for the preservation of a large oak tree on the northerly property line. Recommendation: building elevations and preliminary landscaping plan associated with Variance 1968 and Environmental Statement 1455; the proposed expansion of a Lucky's supermarket, and an ancillary fagade renovation for the existing multi-tenant commercial spaces. C-1, Limited Business District. The applicant requests that review of this item be continued until April 20, 1994.
