(PEOPLES HOUSING, INC.) 1800 E. LA VETA AVE. Revised proposal fora 4-story, 50-unit senior housing project approved through Conditional Use Permit 2047-94; R-3 (Residential Multiple Family) District. The applicant was represented by David Marshall (Architect) and Steven Ormenyi (Landscape Architect). The board has reviewed minutes from previous meetings, including those of the Planning Commission's hearing on February 7, 1994. Discussion opened with the recap of previous concern about the "institutional" appearance of the project. The architect presented a colored, perspective rendering to exhibit some of the proposal's three-dimensional qualities that are not so obvious on two-dimensional plans. The only physical difference in the proposal is the addition of full-height (4-story) "painted metal lattices" to be integrated with steel railing and window frames. Additionally, the architect presented a sample board to show that three different colors and two textures of plaster would be used to finish the building. (The lattice, railing and window trim would be painted yet another color.) The board felt that specific color choices should be reconsidered. The distinction between colors is subtle, and more contrast is desired. The landscape proposal was discussed in detail. Generally, the board felt that the planting palette lacked color, and that trees must be planted from larger sized containers. Mr. Ormenyi discussed the blooming cycles of several species, and pointed out that most of the color would be within the courtyard, on rooftop planters, and in trumpet vines displayed vertically upon each trellis. Motion: approval subject to the following conditions: A) Tree sizes shall be upgraded substantially. For example, proposed 15-gallon trees should be 24-inch box; 24 should be 36-inch, and so on. More Canary Island Pines should be used in front of the building, to replace some Eucalyptus trees. D) All retaining walls that are used in construction of planters shall be capped with stone. E) Architectural color selections must be reconsidered. The board has no qualms about the general color scheme, but the individual hue of each color should be adjusted to provide more contrast. Recommendation: Conditional Use Permit 2060-94 Site plan, building elevations, preliminary landscaping plans fora 13-unit apartment project; R-3 District. Planning Commission hearing is scheduled for April 4, 1994. The board's only concerns were about the landscape proposal. After some brief discussion and clarification, a motion was made as follows: Motion: to recommend approval of the project, subject to the relocation of two trees in the front yard, from one side of the walkway to another, as noted upon plans on file with the Community Development Department. City of Orange Design Review Board Minutes March 16, 1994 Page S Item 4) DRB 2960: CHAPMAN GENERAL HOSPITAL (ROBERT D. MICKELSON, CONSULTANT) 2601 E. CHAPMAN AVE. Recommendation: Conditional Use Permit 2058-94 Site plan and building elevations plans for proposed expansion; C-1 (Limited Business) District. Planning Commission hearing is scheduled for April 4, 1994. As a follow-up to the previous meeting, Mr. Massanari reported that the applicant has agreed to provide more detail in the elevations (accentuation of vertical elements, shading), although the basic form (or volume) of the structure remains as originally proposed. The board asked whether the equipment room (or "penthouse" above the second story) could be pushed back toward the rear of the building. The architect replied that it could. Mr. Mickelson presented a landscaping plan that was revised after more land was acquired for added parking, at the rear of the building. Planters have replaced two parking spaces next to the corner pillars that support the second story, in front, and another planter was negotiated at the southwest corner of the building. However, they cannot object to the fact that the addition is permissible according to the city's development standards, and that other property owners have yet to take advantage of the minimum setback requirement.
