• Staff recommends 6" pop-up sprinkler for turf areas. Tall fescue turf tends to grow above
4" pop-up heads between mowing cycles which disrupts the spray pattern of the sprinklers
and results in stress areas in the lawn.

DRB 2941: 7-ELEVEN STORE NO. 26314 (SOUTHLAND CORP.)
3197 N. GLASSELL ST. (S. E.C. AT RIVERDALE AVE.)
Mansard addition for a new sign ; C-2 District.
The board had questions about the proposed sign's fabrication and illumination. The applicant
was represented by Kimber Clark and Tony Steenolsen, who submitted sample materials and
photographs of similar installations at other "7-Eleven" stores. The mansard's structure would
be finished with a metal skin. Graphic applications would be cut out of a plastic adhesive film
and applied directly to the metal surface. The sign is not internally illuminated. However, the
applicant is proposing external fluorescent lighting along the upper edge of the sign. The
board expressed some concern about the extent to which this canopy would be illuminated.
The plans are somewhat vague. The applicant's representatives appeared uncertain, but they
did not believe that the entire mansard would be illuminated. Mr. Steenolsen thought that
lighting would be installed over the 7-Eleven logo, not along the entire length of the mansard.
Motion: to approve the proposal subject to the following conditions.
A) The applicant will modify drawings to show exactly where the lighting will be
installed.
8) The length of the fluorescent tube shall not exceed 4'-0" and will be centered
over the 7-Eleven logo.

Recommendation: Conditional Use Permit 2060-94 Site plan, building

(Residential Multiple Family) District.
There was nobody present to speak on behalf of this application. There was no motion made
and no action taken. The board's review is automatically continued until March 16, 1994.

The board had some concerns about the proposed layout and accuracy of scale and
proportions shown on the applicant's plan. After some discussion, a motion was made to
approve revised plans that will satisfy the following two (2) conditions:
A) The sign shall not exceed 13'-0" in overall length.
8) Words reading "The Martial Art of° and "Established 1964" shall utilize a type
style avec serif.

Item 8)
DRB 2959: INTERSTATE CONSOLIDATED INDUSTRIES
(MERCER CONSTRUCTION CO.) 1602-1612 E. KATELLA AVE. (SEC AT
TUSTIN ST.)
Facade renovation fora 36,000-square-foot retail building; C-TR (Limited
Business) District, Tustin Street R.P.A.
The board had several questions about the extent of proposed modifications to the
existing building. The staff was asked at what point is the applicant required to
upgrade the landscaping in the parking facility? Upon review of the Tustin Street
Guidelines, staff reported that the applicant is generally required to make landscaping
improvements only when changes to the parking facility are proposed. The applicant
would also be required to upgrade the parking facility if additional retail space was
proposed. Since there is no expansion or increased intensity of land use proposed, no
upgrade beyond those improvements (necessary for building elevations) should be
required at this time, (with exception to those planted areas that are adjacent to the
building, as discussed below).
The board expressed some concern about the two dimensional tower elements that are
designed as a "false front." The applicant agreed to modify plans to detail the rear
portion of the facade that will rise above the roof line. Each of these two sign parapets
will be concealed with the same plaster finish and paint as the facade.
The applicant tried to explain to what extent the existing steel-frame canopy would be
altered. The board indicated that the cover should extend at least as far as, or beyond,
the new pillars. The board also stated that some landscaping must be provided in front
of the building. One large tree can be planted at either end of the front elevation. The
applicant should further study the possibility of restoring a landscaped planter on the
western face of the building.
Finally, the board was reluctant to accept the proposed color scheme. The applicant's
representative explained that these colors were chosen with an intent to match the Pier
One building on the corner, in the same shopping center. The board did not object to
the color selection, but rather their manner of application. Perhaps the darker color
should be used across the base of the building.
Motion: to approve the proposal subject to the following conditions:
A) The new canopy will be constructed to overhang or be flush with the
finished columns.

B) Rearward facing portions of the new parapet (on the front elevations)

Construction documents will be prepared accordingly and submitted for

northeastern corners of the building. A landscape and irrigation plan will
be prepared and submitted for approval by DRB.
D) A revised color scheme shall be submitted with landscape and irrigation
plans.

Item 9)
DRB 2960: CHAPMAN GENERAL HOSPITAL
(ROBERT D. MICKELSON, CONSULTANT) 2601 E. CHAPMAN AVE.
Recommendation: Conditional Use Permit 2058-94 Site plan and building
elevations plans for proposed expansion; C-1 (Limited Business) District.
Applicants were represented by Mr. Mickelson and Randy Massanari. The board expressed
reservations about three components of the proposal that were identified as drawbacks:
• The proposed second floor addition extends "right up against Chapman Avenue."
There is a substantial deficit in the amount of landscaping that is proposed, in the parking
areas as well as at the foot of the building.
• A lack of detail or articulations applied in the design of proposed building elevations.
One board member asked whether there was anything else of the proposed mass so close to
Chapman Avenue (with only a 10 foot setback). A detailed presentation of the project was
delivered by the architect, explaining why the building is proposed in this manner. The inside
of the building is arranged so that the emergency room, operating room, and "post-op" work
together in sequence. The upper floor would be devoted primarily to patient rooms, served by
elevator. The structural design of the existing hospital will not permit construction of a second
story, so that portion of the project was pushed forward.
Regarding the landscaping plan, the board identified a need to add planting area at the front of
the project. When one board member suggested a landscaping berm to help screen the
parking area, another replied that the width of the area was too narrow to accomplish an
effective height. Mr. Mickelson reported that the applicants are trying to arrange a lot line
adjustment with the adjacent parcel to the north. If more land is made available for parking
behind the building, perhaps some of the spaces in front could be replaced with planted areas.
The board agreed that more property would help resolve the problem, but they would have to
review a revised proposal before they could make a conclusive recommendation. One board
member summed up comments by saying generally that "if we don't get this up front, it doesn't
happen (at all)."
The building elevations were considered by some board members to be rather "flat," and in
need of some relief. The board was particularly concerned about the southwest corner, where
there is absolutely no landscaping and little architectural detail. The board appreciates the fact
that the architect has chosen a "minimalist" design approach to this addition, but overall, the
lack of windows, depth and shadow, and landscaping amount to a rather improper fit at this
location.

Mr. Mickelson noted that there was another Design Review Board meeting between now and
the Planning Commission's hearing. He suggested that a revised proposal be prepared in the
coming weeks and reviewed on March 16, 1994.
