• All irrigation lines and controller wiring under paving/hardscape shall be sleeved in SCH
40 PVC pipe.
• Staff recommends applicant replace Rain Bird 1804 pop-up sprinklers in turf areas with
1806 sprinklers. Tall fescue turf grows above the heads between weekly mowing cycles
which disrupts the spray pattern for uniform coverage and causes hot spots or stress
areas to occur in the lawn.

There was no one in attendance to speak on behalf of this application. The item was therefore
automatically continued until March 2, 1994. No motion was made and no action taken.

Site plan, building elevations for a workshop addition that exceeds 25 percent of the
existing residential accessory building; R-2, or Residential Duplex District, Residential
Combining District, Old Towne Districts.
The staff made a brief presentation concerning the background of this project. The building
already exists. The applicant has provided photographs to show the structure's exterior. The
applicant explained that work on a neighboring parcel drew the attention of a building
inspector. Many of the conditions that were not to code have since been corrected. However,
the Building Division is requiring a permit to "final" the project. Old Towne Design Guidelines
require that the staff present the proposal to the board before any building permit is
authorized. The building is a garage with a workshop and a hobby room. It will not be
permitted as a second dwelling unit.
After consideration of the photographs and plans the board concluded that they had "no
problem" with this project.

Elevations for an apartment building with modifications proposed to change more than
10 percent of the fagade; R-4, or Residential Maximum Multiple Family District, Old
Towne District.
The existing structure was originally built about 18 years ago. The applicant proposes to strip
the existing bats from the vertical wood siding and re-stucco the entire building in a uniform
finish. The board reviewed photographs of existing elevations. The apartment building has six
units, each unit has two levels and the entry is at ground level. There is a detached garage
with four individual parking bays. The applicant also suggested that garage doors may be
changed. The applicant was informed that multi-paneled aluminum doors are not permissible
under policies based upon implementation of the Old Towne Design Guidelines.
Upon review of photographs and consideration of the existing development, one board
member concluded that the applicant was proposing to eliminate the building's only semblance
of character. The building is essentially a two story rectangular mass with a false mansard
around the top. A uniform plaster finish would leave the building with no shade or shadow
within its elevations.
The applicant was then asked whether she had considered alternative building materials such
as pre-finished Masonite siding. The building's mass could benefit from some horizontal
division. The board suggested that the existing plate that divides both stories should remain
visible. The board also stressed the importance of an accurate representation. Revised plans
must be prepared to document the modifications that were discussed in review.
Motion: to approve a revised proposal that will incorporate the following conditions of
approval:
A) A revised plan will be prepared and submitted for final review and approval by
the Senior Planner, Historic Preservation.
8) The upper story shall be finished with horizontal lapped wood siding (or
composite material), between four and six inches wide.
