DRB 2945 ORANGE DENTAL ASSOCIATES (SPECTOR DESIGN, INC.)
179 N. TUSTIN ST.
Freestanding sign and wall signs for a dental office building; C-1 (Limited Business)
District, Tustin Street Redevelopment Project Area (R.P.A.).
The board was reluctant to approve the applicant's color choice for the Plexiglas faces of the
proposed channel letters. One board member described the color as "gumlike." Upon review of
photographs of the existing building, the board noted that similar colors were used along the
cornice. The applicant was represented by Mr. Ira Spector, who stated that gold trim caps would
also match some of the detail in the existing building. Returns would be painted the same color
of the walls.
Motion: to approve the proposal as submitted.

DRB 2946 SUPER SPORTS INC., GOLF DIVISION /ORANGE UNIFIED
SCHOOL DISTRICT
2190 CANAL ST. (N.W.C. AT MEATS AVE.)
Recommendation: C.U.P. 2050-94, landscaping plan and building elevations for a
proposed recreation center at the former Peralta Junior High School; R-1-8 (Single
Family Residential) District. Planning Commission hearing is scheduled for February 7,
1994.
The applicants were represented by Kent Hawkins and Jay Pierce. Mr. Hawkins gave the
board a detailed overview about the function of the proposed development. The staff assisted
in providing background procedural information. This proposal is the product of an RFP that
was solicited by the School District, and ultimately selected through a public hearing process.
The board asked questions about fencing, which portions of the project would have public
access and which were essentially commercial, and whether any landscape relief was possible
to screen adjacent residents and the public rights-of-way from the chain link fencing and
netting and lighting. After some discussion, it became apparent that hedge rows along Meats
Avenue or additional trees could not be provided without substantial alterations to the site plan.
Mr. Hawkins also displayed photographs taken from the field to show existing landscaping in
adjacent backyards.
A motion was made to recommend approval of the project subject to the following conditions:
A) Final landscape and irrigation plans shall be subsequently prepared and
submitted for approval by the Design Review Board.
B) Final landscape plans shall include a hedge within all required yards between
parking facilities and the adjacent public rights-of-way. (The board's policy is
that all commercial parking facilities should be screened from view by means of
a low, 24" - 36" hedge and trees to screen cars from view along adjacent public
rights of way.)

Staff Recommendations and Requirements
Final landscaping plans shall also be reviewed and approved by the City Traffic
Engineer.
All landscaping shall be installed and maintained to comply with line of sight
requirements.
• Submit final landscape and irrigation plans to Design Review Board per DRB
Guidelines.
• Add/change plant material, if required by DRB.
• Provide designated City street trees along Meats Avenue and Canal Street.
• 25% of trees on site shall be 24" box trees or larger.
All parking areas shall be screened with shrubs.

Planting plan for revisions to an existing parking facility; M-2 (Industrial) District,
Northwest Redevelopment Project Area.
The applicant was represented by Danny Kirkendahl. The board expressed some concern
about the uniform ground cover that was proposed within required yards. The staff reported
that the applicant must replace five (5) of the city standard street trees, the variety of which is
Crepe Myrtle. After some consultation, Mr. Kirkendahl agreed to the following suggestions.
Motion: to approve the proposal subject to the preparation and submittal of a
final landscape and irrigation plan, to be reviewed and approved by staff.
A) Planting shall be provided within each of the required yards. The board
recommends Raphiolepis and Pittosporum.
B) A 50-50 combination of turf and shrubbery will be used in composition of
a planting plan for these yards.
C) The planting plans shall be modified to include street trees. A specimen
tree shall also be required in the planter at the inside comer of the
parking lot. The applicant was encouraged to retain the palm trees,
which should be planted in groupings along the back of the required
front yards, with Crepe Myrtles planted in the foreground.

• City requires three (3) City street trees (one at Main St. and two along Struck Ave.)
removed from site be replaced with 24" box trees. Street Trees shall be approved by
City prior to planting and installed per City requirements. Street tree replacement
species shall be the following:
Main Street - Tristania laurina, Swamp Gum
Struck Avenue - Lagerstroemia indica 'Red Fem", Crape Myrtle
Add/change plant material, if required by DRB.
• Staff recommends Tall Fescue turf be substituted for ground cover along Main Street.
Also, Lonicera japonica, Japanese Honeysuckle, ground cover is no recommended
since it is not well suited for small planting areas. Generally, Honeysuckle is planted
on large slope areas for erosion control or planted as a vine.
Indicate plant quantities on landscape plan.
• Submit irrigation plan to DRB.
• Provide the following notes on landscape plans:

The board concluded that proposed building elevations are compatible with the existing
structure. Landscaping requirements were discussed with the applicant's representative, Mr.
R. C. Colin.

preparation, review and approval of a landscape and irrigation plan.

DRB 2953 PACIFIC DEVELOPMENT GROUP (JERRY A. KING 8~ ASSOCIATES)
ALBERTSONS CENTER, S.W.C. CHAPMAN AVE. 8~ JAMBOREE RD.
Modification to an approved sign program, to allow a maximum wall sign width of 75% per
tenant space, with an aggregate total not to exceed 1 square foot per lineal foot of
building frontage.
A presentation was made by Mr. Jeny King, who discussed some existing conditions that
hamper the project's visibility. The shopping center is situated below grade from the adjacent
public streets, and the building setback varies between 200 - 500 feet. Some of the tenant
spaces are further isolated by a 25-foot landscaped area between the buildings and the
parking area. The applicants are aware of a potential conflict between increasing width and a
maximum limitation on wall sign area. They do not propose to allow these tenants to exceed
one square foot per lineal foot of building frontage. Mr. King also agreed that each tenant may
be required to prepare a complete elevation of each building in order to verify that aggregate
square footage has not been exceeded, and to show that each sign is adequately spaced from
all others.
Motion: to approve this request, based upon the content of discussion.
