LA VETA AVE. (SUITE 110-A) Freestanding sign and a wall sign for a pharmacy located in a medical office complex; O-P (Office-Professional), Old Towne Districts. Motion: to approve the proposal as submitted. by: Steven Prothero 2nd: David Kent ayes: David Kent, Steven Prothero and Beau Shigetomi noes: None MOTION CARRIED City of Orange Design Review Board Minutes January S, 1994 Page 3 New Proposals - Item 3) DRB 2944 FAIRWAY VENTURES /ORANGE HOUSING DEVELOPMENT CORP. 1800 E. LA VETA AVE. Recommendation: Conditional Use Permit No. 2047-94, a 4-story, 50-unit senior housing project; R-3 (Residential Multiple Family) District. Planning Commission hearing is tentatively scheduled for January 17, 1994. The board expressed concern over the proposed style of this structure. The proposal was described as "massive, institutional and sterile". The board felt that building elevations needed some modulation or stratification to relieve the generally plain appearance. The applicants were represented by Mr. Doug Chaffee of Fairway Ventures, Linda Boone of OHDC, and David Marshall, project architect. Mr. Marshall reported that the "International" style was selected in an attempt to match the adjacent development at RIO (Rehabilitation Institute of Southern California). Mr. Chaffee stated that the board has identified an issue which the applicants have considered a design challenge. How does one make a four story building appear less institutional? Ms. Boone agreed with Mr. Chaffee, and stated that regulations attached to federal grant money often preclude unnecessary or frivolous expenditures. The design is wanting because the budget is sparing. Furthermore, OHDC is a local institution that has a stake in the community. It has afifteen-member Board of Directors that shares an interest in the welfare of the community. Ms. Boone also asked whether the board had any suggestions that would improve the building's appearance. The board replied that more should be done to emphasize the horizontal elements of building elevations. The architect should consider building materials or "plant-ons" that would amplify existing elements of the design, such as windows and railing. The board concluded they could not recommend approval of the building elevations that were submitted for review at this time. The applicants should also reconsider the landscape plans. The staff reports that this proposal is not compatible with Fire Department access requirements. The board suggests the planting plan include as many trees and vines as possible, in order to complement the height of this structure. Noting that the board's recommendations do not pertain to the comprehensive form or mass of the structure, the applicants suggest that they proceed to the Planning Commission on February 7 and return to the board at a later date. Generally, trailing Gazania is short lived, 3-5 years, susceptible to root rot, and requires annual replacement. City of Orange Design Review Board Minutes January S, 1994 Page 6 Item 5) DRB 2946 SUPER SPORTS INC., GOLF DIVISION /ORANGE UNIFIED SCHOOL DISTRICT 2190 CANAL ST. (NW CORNER AT MEATS AVE.) Recommendation: C.U.P. 2050-94, landscaping plan and building elevations for a recreation center at the former Peralta Junior High School; R-1-8 (Single Family Residential) District. City of Orange Design Review Board Minutes January S, 1994 Page 7 Item 6) DRB 2947 CALIFORNIA SELF-STORAGE (JEFF SHELTON 8 ASSOCIATES) 681 S. TUSTIN ST. New facade and signs for an existing professional office and storage facility; C-2 (General Business) District, Tustin St. R.P.A. The project was introduced by Mr. Shelton, who discussed the challenge of working with the existing building, which was originally constructed with a Spanish or Mission theme. Through his presentation, it became apparent that the signs on plans are actually proposed as a sign program. The non-illuminated signs utilize a white vinyl letter in a Times Roman copy on a black background. The board determined that the sign program was appropriate if display panels are limited to not more than 60% the width of each tenant bay. The board did, however, express reservations about the integration of the new design with the existing architectural style. Motion: to approve revised building plans, subject to the following conditions and final review and approval by the Senior Planner, Historic Preservation. A) X-bracing shall be eliminated from the railing on the balcony. KATELLA AVE. Freestanding sign and wall signs for ahigh-rise building; M-2 District, Northwest R.P.A. The board had some concerns about unspecified building materials for this proposal. A representative from Ad-Art was present. The free standing sign will be fabricated with a routed aluminum cabinet. In order to provide a flat background for these illuminated signs, texture coating would be provided on the sign's background, and on returns for channel letters used within the wall sign.
