MOTION by Mr. Prothero, to approve the minutes of February 8, 1995, with revisions:
(A) D.R.B. 3020, Proprofsky and James (Page No. 3) -
There is a typographical error within the motion. The minimum setback from the face of
the attached garage to the front of the existing residence should be listed as 9 feet, as
correctly stated within discussion comments.
(B) D.R.B. 3027, Smith and Ebert (Page No. 8) -
Paragraph 9, Mr. Prothero's comment: "awnings should be wed considered as an
a-ftertheug#~t a secondary item, rather than a primary art element of the building's design."
(Page No. 9) -
Paragraph 1, Mr. Prothero's comment: Architectural trim pieces and colors are ether
intper~an~detnils key components of the horizontal trim bands that defined a frieze
between the first and second floors; he would prefer to see an-e#~er~ to that this belt line
is re-established.

2) DRB 3022: MANUEL ESCOBEDO, 195 S. PARKER ST.
Addition to a single family residence; R-3 (Multi-Family Residential), Old Towne Districts.
The applicant was represented by Ruben Pena.
Jim Donovan (staff) asked the board whether they felt the revised site plan adequately resolved comments
made during the previous meeting. It was his understanding that the driveway and proposed carport that
take access from Almond Avenue should have been eliminated, and both of the parking spaces (and
required carport) would take access from a single driveway on Parker Street. Because some of the
discussion involved design assistance by board members, he was not sure that the minutes were accurate.
He has already discussed the matter with Mr. Pena, and would like some clarification.
Mr. Kent pointed out that the driveway on Almond Avenue already exists. He only wanted to see that
plans show more space in the rear yard, and the turf strip within the new driveway on Parker Street. The
applicant has resolved the site planning issues to the board's satisfaction.
Misters Prothero and Shigetomi agreed. Mr. Prothero asked the designer to explain more about the
windows and doors. The building has some unique components to existing construction, including some
windows that appear to be of fixed glazing.
Mr. Pena stated that one set of windows is indeed fixed. He proposes to duplicate that set of windows in
the addition. Other windows are sliders.
Mr. Shigetomi suggested that there may be too many windows proposed within the Parker Street (west)
elevation. Perhaps windows could be reduced on this side of the building, and moved around to the north
side.
Mr. Prothero agreed that more windows on the north elevation would help, but he didn't believe that any
windows should be eliminated. The building certainly is difficult to work with. The roofing plan is quite
unusual. He felt that the designer has generally done enough to make the proposed addition suit the
building.
MOTION by Mr. Prothero, to approve the proposal as revised by the applicant, fmding that the planned
building addition is designed, and will be constructed, in a manner that is integrated with the design of the
existing residence. In order to ensure that the historic integrity of the existing structure is adequately
maintained, construction documents and finish building materials will substantially conform to the
following conditions of approval:
(A) Wood siding, architectural trim, roofing shingles and windows shall be detailed to match
existing building materials. All windows and doors shall be made of wood.

(B) The contractor will repair existing siding to match. The contractor or property owner will
obtain a building permit to make repairs as part of the project, or specify that repairs will
be made as part of plans for the room addition.
(C) The applicant has the option, and is encouraged, to install more windows at the rear
(north) elevation.
(D) An irrigation system will be provided within turf strips along the new driveway.

3) DRB 2997: K 8 D INVESTMENT, INC. (DON CHEVI~, 1432 N. MAIN ST.
Landscaping and irrigation proposal for an industriaUcommercial recreation and restaurant project;
M-2 zone (Industrial District), Northwest R.P.A.
The applicants were represented by Chuck Wooley, Handley Engineering. During initial review, board
members indicated that they had no concerns about this proposal.
Howard Morns (staff) reported that the preliminary landscape plan showed turf within the parkway along
Main Street. This lawn area has been deleted from the final landscape plan, and the entire area replaced
with Gazania. The staff has experienced a high failure rate with Gazania. The "die-off' usually occurs in
patches within larger areas, creating "bald spots." Stafftherefore requests that the use of Gazania be
limited to smaller amounts, and a Tall Fescue variety of turf be planted in the parkway, as proposed on the
preliminary landscape plan. This change would also require modifications to the applicant's irrigation plan.
Mr. Shigetomi agreed that the use of Gazania should be limited. However, he did not believe replacement
options should be limited to turf, especially at this location in the Industrial District.
MOTION by Mr. Shigetomi, to approve landscaping and irrigation plans as a final submittal, subject to the
following conditions of approval as to ensure adequate maintenance and vitality of landscaped areas:
(A) The area along Main Street that is currently proposed to be landscaped with Gazania shall
be reduced to 40 percent of the present size, and modified to include a more permanent
groundcover (such as Star Jasmine, or other).
(B) Provide the following notes on landscape plans -

4) DRB 3034 -BRUNSWICK ORANGE BOWL, 2375 N. TUSTIN ST.
Modifications to the facade of existing bowling center; C-TR zone (Limited Business District),
Tustin Street Redevelopment Project Area.
The applicant was represented by Phil Fitzgerald, of Fitzgerald Associates.
During initial review, procedural issues were discussed with the staff. Mr. Hornacek asked whether the
board is asked to make a recommendation in this matter.
Jim Donovan (staff): A variance application for such a sign will be considered by the zoning administrator.
Categorically, the board only makes recommendations on applications before the planning commission and
city council. The applicant is required to obtain the separate approvals of both the zoning administrator
and the D.R.B.
Mr. Shigetomi recalled that this building is located approximately 500 feet away from the street, and
visibility is obscured by a large retail building and a car wash.
MOTION by Mr. Hornacek, to approve the proposal as submitted, upon finding that proposed signs are
compatible with the scale and the design of the building, and that colors and materials are also compatible.
Since the building is located a significant distance from the public right of way, aesthetic standards that are
otherwise intended to limit overall height and display area are of less concern.

5) DRB 3036: FIRST KOREAN METHODIST CHURCH, 4700 E. WALNUT AVE.
Landscape and irrigation plans associated with approved installation of two modular buildings at a
church; R-1 zone (Single Family Residential District). (Ref. C.U.P. 2096-95)
During initial review, board members indicated that they had no concerns about this proposal.
Howard Morris (staff) suggested that the irrigation sprinklers may be inadequate for the variety of grass
that is proposed. Turf between mowing cycles will grow beyond 4 inches above the pop-up sprinkler, and
disrupt spray patterns. Some areas of the lawn could be subject to stress from lack of water.
MOTION by Mr. Shigetomi, to approve the proposal as submitted, except for one modification to
imgation plans. All Rainbird Model #1804 sprinkler heads should be changed to a Model #1806 (within
turf areas). The planting plan is generally compatible with the scale of approved development on the
property.

6) DRB 3037 -MUTUAL OF NEW YORK, 333 S. AN/TA DR.
Wall signs proposed on upper parapet fora 10-story building; C-1 zone (Limited Business
District), Southwest Redevelopment Project Area. (Proposal would amend a sign program, DRB
1817 - Tri Centre)
During initial review, board members indicated that they had no concerns about this proposal.
Jim Donovan (staff) explained that the adopted sign program approved signs at only two locations on this
building, although the current sign code allows one sign per side of the building, four total.
Mr. Hornacek felt that this sign proposal's specifications were appropriate for this high-rise building.
MOTION by Mr. Hornacek to approve the proposal as submitted, finding that the architectural scale,
colors, trim cap's and returns are compatible with the building design and finish materials.
SECOND by Mr. Prothero.
