The board met for an administrative session beginning at 4:30 P.M. The meeting adjourned at approximately 7:00 P.M. City of Orange -Design Review Board Meeting Minutes for November 6, 1996 Page 2 Regular Session - S: 00 P.M. Steven Prothero opened the meeting and asked whether board members had any comments or revisions to the meeting minutes for October 23, 1996. MOTION by Timothy McCormack to approve the minutes for October 23, 1996 with the following corrections: On pace 2, under the vote on the motion, Timothy McCormack should be listed as absent. DRB No. (3134Zpage 3, correct condition #2 to read as follows: 2. Submit final landscape plans to DRB for approval. DRB No. (3154Lpage 4, correct the vote on the motion to indicate Timothy McCormack as absent. DRB No. (31741 page 5 correct conditions #1 and #2 to read as follows: 1. Verify with the City's Street Tree Division for the continued use of Queen Palms along Olive Street. If Palms are not approved, then standard street trees (Cedar) shall be provided. 2. Replace Callistomen with Tristania Conferta. DRB No. ,3176Zpage 6. correct first paragraph, second sentence to read: The plans have been modified to address the board's concerns from the previous meeting, including fire sprinkler riser location, and location of electrical service box, entry canopy, patio trellis, door and window details. Review of site plan, building elevations, and conceptual signage plans. • C-TR(Commercial, Tustin Redevelopment Project Area) District The project was presented by Stuart Voltz. The plans have been revised with more emphasis on the front entry to the store. The board raised concerns as follows: 1. The placement of palm trees in relationship to the pavement grid pattern at the store front seem chaotic. It appears like it was thrown together without any design considerations. The planters should be better organized and aligned with the pavement grid pattern to help define the side entrance to the mall. Perhaps the addition of decorative bollards would help to dress up the entry area. Plain steel pipe bollards are not acceptable. 2. The building has no unified design theme. The long continuous walls needs more than just changes in materials and colors. Suggest actual change in wall planes to provide movement, and the addition of textured elements to create some shade and shadow to relief the building. Also suggest additional building height to better emphasize the store front. 3. There are too many signs on the building. The number of wall signs on the building should be reduced to avoid clutter. The sign is to identify the business, and is not intended for advertising. Peripheral signs such as "We sell for less", "Satisfaction Guaranteed", are not acceptable. Also, the "One Hour Photo", "Vision Center", and "Pharmacy" should be relocated to the interior of the building. The "Garden Center" sign should have an opaque background. 4. The height of the screen wall at the loading dock should be high enough to effectively screen the truck trailers when it is parked at the truck wells. 5. Roof top mounted mechanical equipment must be fully screened from view with building parapet walls. MOTION by Steven Prothero to continue this item for further study. Leason Pomeroy C-1 (Limited Business District) zone MOTION by Steven McHarris to approve the proposed building colors and lighting fixture as submitted. SECOND: Richard Cavecche AYES: Richard Cavecche, Timothy McCormack, Steven McHarris, and Robert Reilly NOES: None ABSENT: None ABSTAINED: Steven Prothero MOTION CARRIED City of Orange -Design Review Board Meeting Minutes for November 6, 1996 Page 5 New Proposals - 3) DRB No. 3181 Ayres Group (Country Side Inn) Renovation of an existing hotel 3737 W. Chapman Ave. Review of building elevations and Roy Johnson Architects landscape plans • C-1 (Limited Business District) zone Doug Ayres, project architect, presented the project. This is a renovation of the former Holiday Inn/World Hotel which has been vacant for several years. The building is currently undergoing general repairs. MOTION by Steven Prothero to approve the preliminary plans, subject to the following conditions: 1. Submit color palette to include roof and exterior paint scheme. 2. Provide details of window treatment with integrated air conditioning units at lobby area and at hotel rooms. Submit signage plans. 4. Landscaping: Add planter islands at the ends of the last 2 rows of parking stalls. Add six (6) diamond shaped tree wells in the rear parking lot area. Add a total often (10) trees in the new planter islands and tree wells. Recommend adding pathways to provide better pedestrian access from parking lot area to the hotel. Recommend adding pedestrian walkway in front of the parking stalls along the west end of the lawn area. Recommendation to consider the contrasting themes of the tropical landscaping theme and Country Side Inn theme. Address the issue of using tall shrubs in front of the ground floor hotel room windows. Provide details of the perimeter wall/fencing at the new outdoor dining area. Clarify the landscaping around the new pool house of how it is being accessed. Provide City required notes on all landscaping and irrigation plans. 5. Submit final site, building, and landscape plans for approval prior to issuance of building permits. However, applicant may submit construction documents to begin plan check. 6. Applicant may also return with revised plans to the next meeting without having to submit in advance. SECOND: Richard Cavecche AYES: Richard Cavecche, Timothy McCormack, and Steven McHarris, Steven Prothero and Robert Reilly NOES: None ABSENT: None ABSTAINED: None MOTION CARRIED City of Orange -Design Review Board Meeting Minutes for November 6, 1996 Page 6 Discussion - Concern have been raised regarding some of the recent DRB meetings being too lengthy. The board suggested to spend more time reviewing the projects at the administrative session so that they are better prepared to discuss it with the applicants during the regular session. Since moving the starting time earlier to 4:00 p.m. would create hardship for some of the board members, the administrative session will run from 4:30 to 5:30 p.m. instead. Staff also suggest that all irrigation plans be reviewed by Department of Community Service staff rather than the DRB, since these are not design related items. MOTION by Timothy McCormack to make the following procedural changes: 1. The starting time of the regular session is changed to 5:30 p.m., in order to allow for a full one hour administrative session starting at 4:30 p.m. 2. Irrigation plans shall be reviewed by Department of Community Services staff.
